The duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. The selectee will be required to report to an official DOI worksite, in one of the cities selected during the application process, at least two days per pay period.

Duties

This position is located in Denali National Park and Preserve in the Administration Division. Location negotiable after selection. Selectee will be approved to work from one of the duty stations listed in this announcement. During the application process, select ALL duty stations you are interested in working at. You will only be considered for the duty location(s) you select when you apply. Duties include but are not limited to the following: Leads the development, preparation, formulation, revision, and execution of the parkwide budget using financial computer programs and Microsoft Excel. Manages parkwide budget status of funds and account allocations. Serves as budget analyst for two divisions. Collaborates with program managers to develop annual budgets. Prepares formulation sheets and status of funds reports. Manages and completes the park's Service wide Comprehensive Call submission. Completes and monitors the park's Recreation Fee Comprehensive Plan. Ensures the park meets required maintenance and funds carryover targets. Monitors the park's Concession Franchise Fee cashflow plan. Conducts analysis of budget data to show trends and support management decisions. Physical Demands: Work is essentially sedentary, but does require some walking, standing, bending, and carrying of light items such as papers and files. Working Conditions: The work is performed in an office setting. Government housing is not available. Please visit find a park for additional park information. The Cost of Living Allowance (COLA) will be set in accordance with the duty station geographical location that the selectee is approved to work at. The COLA for Anchorage and Fairbanks is 1.69%. It is 3.21% for all other locations in this announcement.

Qualifications

All qualifications must be met by the closing date of this announcement-08/12/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time. If part-time, the hours worked per week must be annotated to be able to pro-rate the amount of qualified specialized experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each Federal position being used towards experience, as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one year of specialized experience equivalent to the GS-09 level in Federal service (obtained in either the public or private sector) that is directly related to the position to be filled. Examples of specialized experience for this position include developing, planning, preparing, estimating, formulating, and revising annual and long-term budgets; monitoring status of funds or financial transactions for an organization; analyzing and reconciling budget and fiscal documents; assisting with or developing budget submissions; generating a variety of written documents and reports to communicate detailed financial information; and explaining, recommending, or providing guidance on financial or budget regulatory or statutory requirements, policies, and procedures. You must include hours worked per week in your resume. -OR- EDUCATION: At least three years of progressively higher-level graduate education leading to a Ph.D. degree, a Ph.D. or equivalent doctoral degree, or LL.M. Your education must be directly related to the work of the position. You must include a copy of your transcripts with your application and the hours worked per week in your resume. -OR- A COMBINATION OF EDUCATION AND SPECIALIZED EXPERIENCE: To calculate your percentage of qualifying graduate education, divide your number of credit hours in excess of 36 semester hours (or 54 quarter hours) by 18 semester hours (or 27 quarter hours) or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. They must equal at least 100% to qualify using this option. Your education must be directly related to the work of the position. You must include a copy of your transcripts with your application and the hours worked per week in your resume. Volunteer experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
