About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.
Duties
Plan, direct, coordinate, and control administrative personnel functions of the staff and faculty of the Department.
Conduct reviews of all proposed personnel actions for accuracy, completeness, and conformance to policy.
Perform career program management functions for the Department Head such as preparation and review of performance appraisals, training requests, advanced civil schooling arrangements, and others.
Provide advice and guidance to the Head, Deputy Head, and program directors on all budgetary matters to include periodic status updates on availability of funds throughout the fiscal year.
Conduct long-term budget planning and prepare phasing and obligation plans to include identification of non-funded program requirements, which require extensive coordination with program directors.
Review, verify, and submit all contracts, travel, and supply requests after determining appropriate priority and obtaining budgetary authority.
Prepare work schedules and assign duties to employees and determine how the workload should be assigned, distributed, processed, and reviewed, and assure that the quality and quantity of work performed are acceptable.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) serving as a liaison for a wide range of civilian and/or military personnel matters; 2) coordinating budget execution to ensure availability of funds; AND 3) coordinating arrangements for special events such as social functions, ceremonies, etc. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or another related field.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
