About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.
Duties
Plan, direct, coordinate, and control administrative personnel functions of the staff and faculty of the Department.
Study, develop, analyze, and monitor various administrative management procedures to ensure efficient and effective administrative operations.
Oversee the preparation and maintenance of correspondence, civilian and military personnel administration, preparation and submission of recurring personnel reports and actions, and department-level course administration.
Conduct reviews of all proposed personnel actions for accuracy, completeness, and conformance to policy.
Perform career program management functions for the Department Head such as preparation and review of performance appraisals, training requests, and advanced civil schooling arrangements.
Manage the Department’s operating budgets, including those for appropriated and non-appropriated funds.
Provide advice and guidance to the Head, Deputy Head, and program directors on all budgetary matters to include periodic status updates on availability of funds.
Serve as delegated fund certification officer for all official funding requests.
Prepare supporting data and material for funding requests and justifications for submission to applicable installations and/or activities.
Direct, plan, organize, and schedule numerous Department-level activities.
Supervise administrative support staff.

GS-09:
Specialized Experience: One year of specialized experience which includes assisting in planning and/or coordinating administrative and/or management activities for an organization. This work must demonstrate experience: 1) providing support to personnel on civilian and/or military personnel matters; 2) assisting with coordinating an organization's supply needs; 3) preparing administrative and/or management documents; and 4) assisting with monitoring the execution of an organization's administrative budget. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Management, Business Administration, or another related field.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11:
Specialized Experience: One year of specialized experience which includes developing, planning, and/or coordinating administrative and/or management activities for an organization. This work must demonstrate experience: 1) serving as a liaison for a wide range of civilian and/or military personnel matters; 2) managing an organization's supply needs; 3) coordinating budget execution to ensure availability of funds; and 4) providing information management support. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Management, Business Administration, or another related field.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
