About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.

Duties

Prepare and processes documents and reports associated with the requisition, receipt, storage, inventory, shipment, disposition and status of expendable and nonexpendable supplies. Manage and processing of personnel actions to include but not limited to, leave and pass processing, personnel accounting and strength management, flagging actions, and military pay inquiries. Prepare, reviews and processes personnel evaluations and military awards, and other personnel action requests. Develop, monitor, and/or execute an organization's appropriated and non-appropriated operating budget and ensure compliance with agency and departmental budgetary requirements. Review budget reports to monitor the accuracy of department budget. Perform functions in the preparation, execution and review of the budget. Plan and/or schedule various department-level meetings, ceremonies, and special events for an organization. Responsible for database management in support of the talent management program. Conduct personnel management for the department to include personnel accountability, strength reporting, and duty status changes. Review incoming information and materials and recommends appropriate action on all matters concerning the personnel and administrative functions of the Department. Monitor all headquarters suspense actions in order to ensure the response is appropriate and timely and that tasks are properly closed. Recommend transfer of funds between object classes and line accounts, as applicable.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a requirement to lift up to 30 pounds in the regular performance of duties.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). -OR- Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, Public Administration, Business, or another related field. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Specialized Experience: One year of specialized experience which includes: 1) performing administrative personnel functions for an organization; 2) developing budget requests and/or justifications; 3) ensuring funds are used in accordance with an organization's operating budget; 4) organizing meetings, ceremonies, and/or special activities for an organization; and 5) ensuring an organization's information management and/or administration services conform to requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). -OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Management, or another related field. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
