The position is located in the Office of Private Sector Exchange Designation, Office of Private Sector Exchange, Bureau of Educational and Cultural Affairs (ECA/EC/D). The Office reviews, evaluates, and recommends necessary action on applications from Federal, State, and local government agencies, academic organizations, and private-sector organizations for designation and/or re-designation as an Exchange Visitor Program (EVP) sponsor.
Duties
Plans, directs, coordinates, and organizes in- depth analyses and reviews of the EVP in the normal course of program evaluation, as well as in response to new/revised program initiatives and objectives.
Reviews program work in progress in each functional area and upon completion to assure attainment of objectives. Briefs top-level management on the status of EVP initiatives.
Serves as the first-level supervisor, prepares team specific work plans, procedures and internal control policies and methodologies, and provides policy guidance, direction, and leadership in the execution of compliance issues from a global aspect.
Engages with various stakeholders through outreach to promote understanding and compliance with EVP regulations. Represents the Office in public forums, workshops, and seminars to disseminate information and gather feedback.
Identifies opportunities for process improvements and implements changes to enhance the efficiency and effectiveness of the Office operations.
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
-Experience with the day-to-day management of a Division including development and implementation of regulations, policies, and procedures.
-Experience providing guidance and direction to Congress, Embassy officials, academic institutions, and other public and private sector organizations on the legislation, regulations, and policy.
-Experience reviewing staff activities to ensure proper guidance is provided to the academic community, research institutions, and government agencies.
-Experience with SEVIS (Student Exchange and Visitors International System) and the U.S. Department of Treasury’s Financial Management Service (FMS) system (e.g., Pay.gov).
-Experience interpreting and assessing the impact of proposed legislation on the ECA exchange designation program.

There is no substitute of education for specialized experience for the GS-14 position.
