Duties

The primary purpose of this position is: This position is Geographic Information Systems (GIS) Engineer. The GIS Engineer serves as a Topographic and GIS Specialist in Joint Task Force Civil Support (JTF-CS). Serves as a technical specialist to Command Senior leadership, the J2 and additional staff members who request various mapping products and digital databases. Acquires and creates graphical and national data base coverages, generates reports, statistical summaries, digital/hardcopy maps, digital images, and other customized geospatial products for Joint Task Force Civil Support (JTF-CS) Leadership, contingency management planners, logistical support and Task Force operations. Provides Geographic Information Systems (GIS) products for plan preparation for response efforts to JTF-CS, State and local authorities. Participates in Chemical, Biological, Radiological, and Nuclear (CBRN) Response Enterprise operations; may deploy to hazardous locations.

  • May be required to work non-traditional duty hours which includes evenings, weekends and holidays. Overtime may be required on short notice. Shift work may be necessary during exercises, crises, or contingencies.
  • This position is a designated drug testing position. The incumbent of this position will be subject to random drug testing and provisions as outlined in the Air Force Civilian Testing Plan.

Qualifications

CONDITIONS OF EMPLOYMENT CONTINUED: This is a Key Position. If the selected candidate for this position is in a military recall status, he/she must be removed from their military recall status, to be in this position, if alternates for filling the position during an emergency are not available and designated in writing. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. Frequently, incumbent may be required to be on a two or four-hour recall. Incumbent may be required to carry a phone and/or pager (Government furnished). Additionally, Incumbent must participate in any "call back" drills conducted by the organization (unless on approved leave). Work may require travel by military or commercial aircraft or other modes of travel away from the normal duty station to locations within and outside of the Continental United States. Travel may be on very short notice and may be under field conditions. Deployments may expose incumbent to hazardous conditions and potentially life-threatening conditions. Training may be required to prepare the incumbent for extended TDY under field conditions. Special dietary or religious requirements may not be accommodated during TDY or training exercises. As a condition of employment, must be able to don Nuclear, Biological and Chemical (NBC) protective clothing, including a protective mask, unassisted, in the requisite amount of time to ensure the employee's safety, and remain in this posture until conditions are declared safe for removal of protective clothing. Grooming standards must be compatible with all required protective equipment. A pre-employment medical exam is required. The duties of this position require moderate physical exertion involving walking and standing, possible use of firearms, and exposure to inclement weather. This position has deployment requirements for chemical, biological, radiological, and nuclear (CBRN) response in accordance with IAW NNCI 44-163 and Do DI 6490.07. Selectee must meet the requirements specified on the SF-178 Certification of Medical Examination. Certification of medical readiness is required annually as a condition of employment. Any condition that would cause the employee to be a hazard to him/her or others is disqualifying. The incumbent must immediately report to his supervisor any significant change! in health status and/or medication requirements. Vaccinations and medication necessary to deploy to, and operate in, a Chemical, Biological, Radiological, Nuclear, or High Explosive (CBRNE) contaminated environment are required in accordance with (IAW) NNCI 44-163 as a condition of employment. Maintaining a current and medically deployable status is a condition of employment. Employee is expected to have a family care plan in place (if applicable) to allow employee to deploy in as little as 4 hours after notification. Employee's plan must allow for the possibility of deployments of at least 30 continuous days or more. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of geospatial information, imagery (sources and services), imagery derived products and production techniques supporting intelligence and operational activities. Knowledge to acquire and create graphical and data base coverages, generate reports, statistical summaries, digital/hardcopy maps, digital images, and other customer-requested products by researching and acquiring data from a wide variety of sources, reformatting data, designing and compiling maps, reviewing and editing results and executing plotting programs. Knowledge to interpret and reconcile requirements and methodology, and formulate and implement geospatial approaches, policies, and practices. Knowledge of geospatial criteria and procedures where past practices and precedents do not exist, or there are differing or conflicting regulatory requirements and procedures. Knowledge of and skill in applying GIS database sufficient to resolve complex problems involving matters, such as developing and implementing multiple-use management plans or covering diverse issues. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of digital imagery and geospatial formats and competently applies digital processing techniques in preparing accurate, qualitative geospatial products. Knowledge of cartographic/map making, with an emphasis on computer advancements in technical software and three-dimensional aspects to include infra-red/thermal digital enhanced processing and visual geospatial reproduction procedures. Knowledge of computer software and geospatial workstations and associated National Geospatial Agency geospatial requirements. Knowledge of hazard modeling technologies and applications such as HPAC, CATS6, and HAZUS-MI-1 to perform geospatial activities such as infrastructure analysis, hazard area definition, and operational exposure guidance recommendations in a CBRNE consequence management environment. Knowledge of open geospatial consortium formats, such as Web Feature Services and REST services. Skill in quality control of completed products for completeness and conformance with established command standards and policies. Ability to interpret requirements, produce products in customer usable forms, and oversee dissemination to tasking agencies as required. Skill in web development within the ArcGIS Server environment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
