This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services CMCS, Data and Systems Group (DSG), Division of Business and Data Analytics (DBDA).
As an INFORMATION TECHNOLOGY - PROGRAM MANAGER - DATA MANAGEMENT - DATA SCIENTIST, GS-2210-13, you will provide technical expertise analysis of options and development of the design for advanced data systems, software, and programming specifications.
Duties
Serve as a senior Data Analytics Manager and advisor to leadership at the Division and Group level, specializing in Medicaid and CHIP program data.
Provide technical advice in the development and analysis of pilot initiatives and applications, and makes recommendations to management on the use of such technology as it relates to CMS data
Define customer and stakeholder needs and constraints, clarifies objectives, develops resource requirements and applies system architecture principles to develop and manage technical requirements.
Provide technical recommendations in the development, implementation, and oversight of new technologies, as well as in the modernization of existing services.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Experience coordinating the planning, development, design and implementation of healthcare research projects related to Medicaid and CHIP or equivalent health care operation including providing answers to technical questions and responding to data requests and reviewing data for data quality issues; 2. Advising on data collection, data quality, and data reporting, including providing technical assistance to states and other stakeholders on submitting and using Medicaid and CHIP data or equivalent health care operation; AND 3. Experience drafting written communications including reports, summary documents, memos, questions and answers, factsheets, and technical assistance documents related to the collection, review, evaluation, and reporting on such data.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
