Duties
As a Public Health Advisor you will:
Working with selected public health projects or portions of a larger public health project that is typically of limited complexity.
Providing basic technical assistance on routine, non-controversial projects or activities that are covered by precedent, established policy, or accepted practice.
Advising public health personnel in development of basic activities to administer an established program.
Establishing and maintaining an integrated system of information gathering and reporting devices and analyzes the data and assesses the program needs in terms of strategies, services, and resources.
Serving as the principal representative for a well-defined and established program of a moderate complexity.
Providing substantive program consultation, guidance, and assistance and is responsible for carrying out and promoting significant public health program activities in local, state, and international settings with relative independence.

Minimum Qualifications:GS-09
To qualify at the GS-9 grade level, you must have at least one year of specialized experience at or equivalent to the GS-7 grade level, which must include the following experience: providing advice and assistance to State and local governments, and to various public, nonprofit, and private agencies and organizations on matters relating to the improvement of their public health activities.
OR
Have a master's or equivalent graduate degree in a Major study -- public health or other field of study with course work directly related to the work of the position to be filled OR 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
Have a combination of education and specialized experience that together meets 100% of the qualification requirement for this position.
Minimum Qualifications:GS-11
To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience: developing, monitoring, and implementing current or projected interrelated public health programs at governmental and non-governmental organizations, State, national and/or international levels.
OR
Have a Ph.D. or equivalent doctoral degree in a Major study -- public health or other field of study with course work directly related to the work of the position to be filled or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
Have a combination of education and specialized experience that together meets 100% of the qualification requirement for this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
