This position is part of the Defense Human Resources Activity. The incumbent is a subject-matter expert assigned in one or more of the following functional areas: telework, Employee Assistance Program and work life program areas providing expert determinations to components and others in telework, Employee Assistance Program, and work life programs.
Duties
As a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS//WORK-LIFE PROGRAMS)) at the GS-0201-12/13 some of your typical work assignments may include:
Serves as a senior technical authority responsible for addressing difficult and complex issues, assisting component representatives with developing resolution of problems, and providing Department-wide interpretations of DoD Work-Life and Employee Assistance Program (EAP) policies.
Serves on diverse external panels and groups. Represents DCPAS in dealings with a wide variety of external organizations.
Drafts congressional correspondence in response to inquiries on Work-Life Programs.
Manages multiple contracts for EAP services.
May prepare and deliver training on assigned programs addressing complex or emerging laws, regulations or issues.
Conducts complex data analyses and prepare reports that are used to evaluate the effective of assigned programs.
Creates pivot tables and charts to visualize program data using Microsoft Excel.
Develops formal presentations; conducts briefings for senior leadership on highly visible, sensitive and sometimes controversial work-life or EAP topics.
Uses data visualizations to assess trends and to enable leaders to make informed decisions that will improve work-life or EAP policies.

Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Conducts research on HR regulations and other pertinent directives for the improvement of federal work-life regulations, policies, and procedures;
Utilizes HR databases to extract data to develop presentations and reports on federal work-life policies and programs in-person and in a virtual environment; and
Advises a diverse workforce on federal employee work-life programs to include health and wellness, employee assistance, family care, and other work life programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
