This position is located in the Surgical Service at VA Miami Health Care System - Bruce W. Carter VA Medical Center in Miami, FL. The Program Specialist serves as a coordinator for contracts, purchases, services, equipment and on site evaluations done for the Miami Veterans Health Administration (MVHAS) Surgical Services and will manage the Service's contracting processes
Duties

Major duties and responsibilities include but not limited to:
Assisting with developing statements of work, monitoring contractor performance, inspecting completed work against contract requirements
Submitting budget information for contract cost escalations, procurement of supplies and materials, contractor travel, and equipment requirements
Maintaining and monitoring surgical services contracts and serving as the primary Contracting Officer Representative (COR)
Providing guidance to personnel involved in developing statements of work for clinical and surgical staff, products and service requirements
Analyzing requirements, recommending revisions to the statement of work or specifications, assisting with estimating milestones, and establishing a procurement plan to ensure completion of each contract Assisting care and service lines in performing market surveys to determine the availability of required equipment, supplies, furnishings, and support services
Analyzing needs, and plans alterations and reorganizations to accommodate changing requirements
Utilizing knowledge of a wide variety of available contracting sources, and the established hierarchy of source selection
Managing operations where very difficult problems are encountered with the contractor's ability to meet requirements or time lines, and it is often difficult to secure compliance
Coordinating with all Miami Veterans Health Administration Service departments, primary care clinics, other patient care area, and administrative activities and outside interests, etc.
Following applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the computer access agreement
Preferred Experience: Applicant with Federal Acquisition Certification-Contracting Officer's Representative (FAC-COR) Level 2 Certification is preferred.
Work Schedule: Monday - Friday, 7:30am - 4:00pm

Qualifications
Minimum Requirement: The following are minimum requirements for appointment as a Program Specialist in the Veterans Health Administration (VHA), which all applicants must met.
Specialized Experience (GS-11): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-09) in the normal line of progression for the occupation in the organization. Qualifying examples of specialized experience would typically include but are not limited to: providing support for healthcare system program planning, funding, and management information systems; coordinating with a variety of functional specialists to identify specific requirements and to develop plans and schedules for a medical/surgical service; integrating the separate functions involved with a medical/surgical service in planning or implementing an action; and utilizing broad knowledge of a wide variety of support activities in support of medical/surgical service. OR,
Education (GS-11): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree.; or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Combination (GS-11): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as described above. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work places no special demands on the incumbent. No strenuous physical demands are required. The work will involve some walking, standing, walking, bending and carrying of light items and files. He/she must be capable of sitting for long periods of time.
