The Veterans Health Administration (VHA) has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the Veterans Integrated Services Network (VISN) level. This improvement to HR service delivery will support the needs of the VISN's diverse workforce and the expectations of management related to the acquisition, compensation, retention, and performance of staff.

Duties

As the VAMC's C&P Program subject matter expert (SME), he/she provides direct technical and administrative supervision to employees in the VAMC's C&P Office. The Supervisor is responsible for ensuring that employees are efficiently and effectively accomplishing quality work that is compliant with regulatory requirements and procedures, TJC standards, laws, and VHA C&P policies and requirements, as well as assuring implementation and accomplishment of the goals and objectives of the C&P Program. As the supervisor, he/she: - Identifies and presents to leadership the resources necessary for accomplishing the mission and function of the facility's C&P program; - Manages the C&P staff; sets and adjusts short and long-term priorities; assesses staffing needs; plans work to be accomplished; and ensures positions are appropriately manned to cover all program functions; - Develops, modifies, and/or interprets performance standards; outlines and explains performance expectations to staff; assigns and reviews work performed by subordinates based on priorities, consideration of complexity, and requirements of assignments and employee skill level; evaluates work performance mid-year and annually, and provides regular feedback on employees' strengths and weaknesses; - Provides advice, counsel, and instruction to employees on work and administrative matters; serves as approving official for leave requests and approving officials for credit card purchases and reconciliations; conducts staff meetings and composes minutes. - Identifies developmental and training needs of employees; provides or arranges for needed development and training; advocates to leadership and/or program officials for training resources; - Hears and resolves issues and complaints from employees, referring group grievances and more serious unresolved complaints to higher-level officials as needed; effects minor disciplinary measures (warnings, reprimands) and recommends more serious disciplinary actions to higher-level supervisors; - Interviews and selects candidates for vacancies, promotions, details, and reassignments; and applies EEO and merit promotion principles and requirements to all personnel management actions and decisions to ensure that all personnel are treated in a manner that is free of discrimination. The incumbent provides consulting and guidance to local leadership and C&P employees on all matters pertaining to the facility's C&P program including Healthcare Professionals' C&P; facility Scope of Practices; National and VISN Memorandums of Understanding (MOUs); Veterans' Administration Memorandums; VHA requirements, Handbooks, Directives and Policies; TJC Standards; quality assurance assessments; and risk management and malpractice claim action evaluations. Determines appropriate actions, including those resulting from VISN and local level reviews, initial and re-credentialing processes, including, but not limited to primary source verifications; reporting and data trends, identified issues that require further review, and electronic credentialing database and clinical privilege maintenance. Incumbent attends committee meetings and presents providers' credentials, clinical practice histories and red flags; documents and composes committee minutes, privileging requests and/or actions, malpractice payments, tort claims and adverse actions, Focused Professional Practice Evaluation (FPPE) and Ongoing Professional Practice Evaluation (OPPE) reviews and completion timeframes. Serves as the primary consultant for the facility's C&P program; analyzes program audit results; interprets facility quarterly report card data; researches provider credentialing requirements; identifies potential privileging issues; drafts facility Medical Staff Bylaws updates and revisions; interprets and explains new regulatory requirements, and VHA requirements, procedures and processes; contributes to development of local policies; ensures program compliance; monitors National Practitioner Databank reporting and queries results; prepares Federal and State Medical Boards reports; tracks State Licensing Board reporting; communicates telehealth provider requirements; manages VetPro access levels and training; assists with Joint Commission surveys, and Office of Inspector General and Government Accountability Office reviews. Work Schedule: Monday - Friday 8:00 - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: The requirement for specialized knowledge of the basic principles and practices related to the management of health care delivery systems is the characteristic that distinguishes health system specialists from general analytical and administrative positions. While specific qualification requirements vary from position to position, according to the duties and responsibilities prescribed, all positions in the series require certain basic knowledges, skills, and abilities. The following list is not all-inclusive, but it does summarize some of the important qualification requirements for fully operational positions: - knowledge of missions, organizations, programs, and requirements of health care delivery systems in general and in the country at large; - knowledge of the unique characteristics of the specific health care delivery system served, (e.g., facility resources and programs, medical school affiliations (community demographics, resources, and relationships) and the role and organization of professional societies and volunteer groups; -familiarity with regulations and standards of various regulatory and credentialing groups and ability to reconcile contradictory requirements in preparing staff recommendations and/or in coordinating clinical and administrative services; -familiarity with government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement; -recognition of the different functions and motivations of various employees and groups in the health care delivery system and ability to communicate effectively with each in order to gather information, present recommendations, and coordinate services; and, -ability to analyze problems and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the health care delivery system.
