The position is located in the Office of the Director, Quality Management Service Line and works under the general supervision of the Chief, Quality Management, who provides direction with assignments in terms of broadly defined mission or function. The incumbent independently plans, designs, and performs the functions of the Performance Improvement program.
Duties
Serves as a Senior Performance Improvement Specialist, responsible for the development, evaluation, facilitation, documentation, analysis and coordination of short, mid, and long-range plans and programs in support of the Carl Vinson Veterans Administration Medical Center's
(CVVAMC) Performance Improvement (Pl) Program. Duties included but not limited to:
Maintains a thorough, working knowledge of current Performance Improvement philosophies and standards as they relate to the health care industry. Remains abreast of current regulations and directives pertaining to various aspects of health care management relevant to PL Monitors and evaluates overall progress of the PI program in accomplishing stated goals, ensuring that required resources are utilized in an efficient manner in accomplishing stated goals.
Proposes new policies or procedures where necessary to resolve significant management programs. Writes or reviews and publishes the CVVAMC PI plan annually to incorporate both long and short term program goals, purpose, objectives, components, organization, responsibilities, scope, procedures, evaluation and definitions. Ensures total integration and regulatory compliance by overseeing the coordination of each program element.
Provides assistance and advice concerning the development and improvement of PI implementation processes. Monitors all CVVAMC PI programs and activities to ensure that they are ongoing, consistent with continuous quality improvement, appropriately integrated with related programs, properly documented and in full compliance with regulatory guidelines and the Command philosophy.
Serves as the technical and administrative authority for all Performance Improvement, assisting the Director in his/her responsibility to oversee the quality of patient care in the CVVAMC by providing consultation to top management officials, CVVAMC Service Line Chiefs, Service Line PI Coordinators and all other staff members.
Provides ongoing educational seminars, classes, and in-services to sustain the facility wide performance improvement program, then monitors and evaluates overall progress of the program in accomplishing specific goals. Provides PI training during New Employee Orientation (NEO), and various in-services as requested.
Plans, prioritizes and modifies work to support the organizational goals. Performs work based on priorities, selective consideration of difficulty and requirements of assignments, and capabilities. Develops and evaluates the goals of the PI division and prioritizes work in accordance with CVVAMC's strategic plan.
Work Schedule: Monday - Friday; 08:00am - 04:30 pm

Physical Requirements: Work involves sitting at a desk. Frequent visits to CVVAMC patient care areas and staff offices, and lifting/carrying light objects such as folders, books, and records. No special physical demands are required.

Qualifications

GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Examples of specialized experience would typically include, but are not limited to: work involving a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: 1) Design experiments with process measurement in mind; 2) Identifies systems designs problems that contribute to human errors; 3) Evaluates the quality of care and the efficiency of care processes; 4) Employs Lean/Systems Redesign analysis techniques and methods. These studies will use a wide range of advanced analytical techniques, statistical methods, and systems engineering tools.
