The primary purpose of this position is to supervise and implement a Performance Improvement program at the CVVAMC. The position is responsible for delivering Performance Improvement techniques to a broad array of program and services throughout the Medical Center, including LEAN, Six Sigma, Coaching, Project Management, and Training

Duties

The Systems Redesign Coordinator assigns work to subordinates, delegates authority as appropriate and holds staff responsible and accountable for the performance of the duties associated with Health Care System wide performance improvement programs, projects, products, under their supervision and management. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. The Supervisory System Redesign Coordinator evaluate work performance of subordinates. In this capacity the supervisory exercises the following responsibilities which include: Prioritizing major work efforts towards process improvement; Evaluating the performance of the Systems Redesign staff; Giving advice, counsel, or instruction to subordinates (direct reports) on both work and administrative matters; Interviewing and tentatively selecting candidates for positions, and recommending appointment, promotion or reassignment involving such positions; Hears and resolves appropriate complaints and grievances from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager; Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; Identifies developmental and training needs of employees, providing or arranging for needed development and training; Finds ways to improve production or increase the quality of the work directed; Develops performance standards for subordinates. Performs other duties as assigned. Work Schedule: Monday - Friday, 8:00 AM - 4:30 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

In order to qualify for this position you must possess both the Individual Occupational Requirement and Minimum Qualification. Individual Occupational Requirement: 1. Possess Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR 2. Possess Specialized Experience in (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience working with Medical Center strategic plans, service lines, and programs and their alignment with the VISN, VHA, and VA strategic plans. Tracking facility-level improvement capabilities and projects. Identifying internal and external healthcare data management requirements, translating them into practical and compliant procedures that result in the productions of reliable outputs. Experience tracking facility-level analytical platforms such as Performance Measures, SAIL, and Pyramid Analytics, and utilizing that data to formulate suggestions/projects for improvement. Assessing program development, execution, and improvement, especially as they relate to healthcare systems design. Experience coordinating governance policies and procedures to ensure the services and the medical center are in compliance with outside regulatory agencies (such as The Joint Commission). Providing educational opportunities for staff in areas such as Process Improvement principles and techniques, coordinating Lean methodology, and other opportunities to improve the efficiency and outcomes of the facility. Provide consultative advice on and/or teach others how to conduct objective improvement work processed through collection and analysis of pertinent performance data. The ability to listen, write with clarity, and speak effectively to small and large groups of both internal and external stakeholders. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
