About the Position: Serves as a program manager responsible for the management Buffalo District's Continuing Authorities Program and other groups of interrelated projects and/or sub-programs associated with flood risk management, navigation, ecosystem restoration, environmental, recreation, water supply and other civil works related studies/projects.

Duties

Manages all aspects of program planning to include developing program management plans, supporting budget development, providing project guidance, selecting project management teams, and developing other planning documents. Manages program execution to include monitoring individual project performance and overall program performance. Provides guidance and direction to supporting project managers. Exercises change management by making decisions and/or recommending actions to address scope, schedule, budget and technical issues. Manages programmatic risks. Keeps district and/or regional leadership informed through routine updates, project review boards, and other briefings. Oversees the development of agreements with the sponsor/stakeholder, and leads negotiations of agreements on behalf of the Corps of Engineers. Manages program(s) and associated project execution through all phases to provide deliverables such as studies, reports, assessments, or other solutions. Approves changes within authority and recommends actions on changes outside of authority to the District and/or higher-level change control board. May serve as a Plan Formulator and/or Project Manager for one or more complex water resource projects from initiation through construction on projects specifically authorized by Congress, and on continuing authority projects As Project Manager for assigned projects, manages and monitors such matters as definition of scope of work, schedules, studies, funding, programming, real estate studies and acquisition.

Assist in the planning and oversight of cost and schedule execution of the planning, design, and/or construction of project in coordination with other functional elements. Monitor project performance and report on the status of project against established milestones and objectives to assure the attainment of goals and objectives. Lead the development and implementation of Project Management Plans (PMP).
