Serves as Chief, Regulatory Branch with full responsibility for administering and enforcing the U. S. Army Corps of Engineers Regulatory Program in the Buffalo District. The program is directed toward protecting the Nation's aquatic resources and navigation capacity, while allowing reasonable development through fair and balanced permit decisions.

Duties

Plans, directs, monitors, executes and supervises the District Regulatory Program. Serves as senior technical advisor and consultant to the District Engineer and staff concerning all regulatory matters. Directs a significant segment of the Corps Regulatory Program. Determines long-range manpower requirements. Develops and implements the district comprehensive training program for regulatory.

BASIC REQUIREMENT: EDUCATION Community Planning Series 0020 (opm.gov) Geography Series 0150 (opm.gov) Environmental Engineering Series 0819 (opm.gov) Civil Engineering Series 0810 (opm.gov) General Natural Resources Management and Biological Sciences Series 0401 (opm.gov) General Physical Science Series, 1301 (opm.gov) Specialized Experience: I have one year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes experience: administering and enforcing the goals and requirements of the Regulatory Program; overseeing general permits; preparing and reviewing formal environmental assessments and decision documents; developing procedures to implement directives from higher headquarters; balance production goals and establish fiscally responsible staffing; contribute to organizational policy implementation; and resolve contentious issues with regulatory impacts. You will be evaluated on the basis of your level of competency in the following areas: LeadershipOral CommunicationTechnical CompetenceWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
