About the Position: Serves as Chief, Regulatory Branch with full responsibility for administering and enforcing the U. S. Army Corps of Engineers Regulatory Program in the Buffalo District. The program is directed toward protecting the Nation's aquatic resources and navigation capacity, while allowing reasonable development through fair and balanced permit decisions.
Duties
Maintain executive-level liaison with various Branches, Divisions and other major elements of the District, LRD and HQUSACE to discuss policy issues and/or resolve issues arising during the execution of the Operations Division programs.
Advise on policies and program direction consistent with higher headquarters directives.
Develop long-range organization plans and, through subordinate supervisors, assign work to subordinates and determine work schedules and priorities.
Develop programs and policies; contract administration; maintain good public relations; initiate personnel management actions.
Serves as liaison with other Federal, State, and local government agencies in support of the Corps Regulatory Program and District/Branch activities.
Participate in all technical and administrative functions and manage all activities of the Regulatory Division.

OR A combination of education and experience which includes courses equivalent to a major in one of the disciplines, as shown in A above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown in A above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

OR Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: You must have one year of specialized experience which includes: experience leading a team of professionals and serving as a supervisor with technical experience to evaluate all levels and types of Department of the Army permit applications, compliance, and/or enforcement cases; knowledge of Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act; overseeing general permits; preparing and reviewing formal environmental assessments and decision documents; developing procedures to implement directives from higher headquarters; balance production goals and establish fiscally responsible staffing; contribute to organizational policy implementation; and resolve contentious issues with regulatory impacts.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
