Duties
You will serve as the TACCOMS 1 Principal Assistant Program Manager (PAPM) in support of the PMW/A 170 Communicaitons and GPS Navigation program office within PEO C4I.
You will represent the Program Manager (PM) in briefs to Congressional Staffers, Chief of Naval Operations, Type Commanders, Operational and Joint Test Commands, U.S. Government agencies, and representatives from foreign allies.
You will prepare program budget estimates, develop work breakdown structures, build program schedules, perform contract planning and coordinate post-award activities.
You will manage all phases of program acquisition life cycle to include definition, development, design, integration, test and evaluation, acquisition and contract strategies, cost estimation, scheduling, production, training, and disposal.
You will effectively lead, integrate and coordinate disparate functional groups and develop a cohesive team capable of successfully handling complex problems encountered.
You will be coaching and counseling subordinates; actively supporting EEO programs and demonstrating a commitment to EEO principles and policies; complying with ongoing special emphasis programs.
You will be responsible for the oversight of requirements definition, research and development, integration, testing, training, production, installation, contracting, budget planning and execution of assigned programs.
You will be responsible for the execution of various programs that provide critical HF and UHF communications to allow war fighters to operate and relay information between naval platforms in distance-restricted environments.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Program Management Level IV. Certification is required within 24 months of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

- Position is Remote work Eligible subject to the approval of management.
- This position requires a Secret clearance with the ability to obtain and maintain up to Top Secret/SCI.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Overseeing requirements definition, research and development, integration, testing, training, production, installation, contracting, and budget planning and execution of various programs that provide critical HF and UHF communications to allow war fighters to continue to operate relaying information between naval platforms in distance-restricted environments.
