The primary purpose of this position is to supervise the maintenance, repair, replacement, modification of 89 miles of water lines, over 3,000 valves water valves, 600 fire hydrants, one 2 million gallon reservoir, one base swimming pool, 30 water wells, 5 backflow prevention devices, 69 miles of wastewater lines, and various other water systems for over 800 facilities.
Duties
- Performs work planning responsibilities. Plans on a weekly or monthly and annual basis the use of subordinate workers, equipment, facilities, and materials in an organizational segment or group.
- Performs work direction responsibilities. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes.
- Performs administrative responsibilities. Participates with employees in the development of performance plans. Manages resources.

- Employee must be able to obtain security clearance and airfield drivers permit for access to some work areas
- Employee may be required to travel aboard military and civilian aircraft to attend training at locations other than the local community
- Work requires inside and outside work, Incumbent will be exposed to arctic weather extremes, high noise levels, dust, fumes, confined spaces, etc., while making visits and inspections of work sites.
- Employee must be able to obtain and maintain Alaska Water Distribution and Wastewater Collection Operator licenses at the appropriate certification level for Joint Base Elmendorf-Richardson's systems.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
- Missions Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the . Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to supervise.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of principles, processes, and techniques pertaining to base water reservoir and associated valve pits, chlorinators, well sampling, water lab testing procedures, backflow preventers; pressure reducing valves; water well pumps; fire hydrant maintenance, repair, and replacement; potable and non potable water wells; well; oil/water separators; sewage lift stations; septic systems; proper use and safe repair of HDPE (High Density Polyethylene), transit (asbestos cement) pipe, cast iron, stainless steel, and copper piping; as well as natural gas supply lines.
2. Skill in troubleshooting, inspecting, and/or tracing hard-to-locate defects or problems involving water and natural gas distribution systems and wastewater collections systems. Ability to plan and implement work assignments determining personnel and materials to meet mission requirements.
3. Knowledge of the use and maintenance of hand and power tools, welding/thawing equipment, unit heaters, sewer cleaning equipment, high pressure water jetter, vacuum tankers, and suction trucks. Skill in communicating clearly, calmly, and effectively, by computer, orally and in writing.
4. Skills in reading and interpreting complex drawings, GeoBase plots, blueprints, diagrams, sketches, and technical specifications pertaining to locating, safeguarding, and maintaining installed water, wastewater, and natural gas infrastructure. Ability to perform data and electronic records maintenance/disposition, and use computer programs such as e-mail, word processing, spreadsheets, photo documentation, and basic presentation software.
5. Knowledge of safety regulations, practices, and procedures, particularly those applicable to Uniform Facilities Criteria (UFC), Air Force Occupational Safety and Health (AFOSH), and Occupational Safety and Health Administration (OSHA), and any others that apply to asbestos, water treatment chemicals, hazardous waste and hydrocarbon disposal, lockout tag out, fall protection, and confined space entry. Knowledge of Federal and State well and wastewater construction codes and related regulations.
6. Knowledge of, and ability to implement, personnel management policies, practices, and procedures, including sexual harassment prevention and Equal Employment Opportunity/Equal Employment Treatment.
