The primary purpose of this position is to lead three or more workers to accomplish trades and/or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work is consistent with trades and labor standards.

Duties

-Leads a team of trades and/or labor workers. -Performs work. -Troubleshoots problems involving water and natural gas distribution systems, wastewater collection systems, fire suppression systems, chlorination systems and swimming pools. -Operates and maintains vehicles, shop equipment, portable equipment, and a wide variety of hand and power tools. -Ensures compliance with and practice of security directives, safety policies and procedures, and health habits in all work areas.

  • Will be required to train/guide lower grade (or other trades) military/civilian employees.
  • Employee is required to obtain and maintain an appropriate restricted area badge and valid flightline driver’s license.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The employee must be able to obtain a State of Alaska Grade 2 Certificate in Water Distribution within 2 years from hire date.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance And Operations Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is Ability To Do The Work Of The UTILITY SYSTEMS REPAIRER-OPERATOR LEADER Without More Than Normal Supervision JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.) Knowledge of a wide range of principles, processes, and techniques of trade pertaining to operation and repair of: water and wastewater lines constructed of High Density Polyethylene (HDPE), vitrified clay, transite (asbestos cement), cast iron, steel, and copper pipe, natural gas lines, water wells, backflow preventers, valves, pumps, fire hydrants, water reservoirs, fire suppression standpipes, swimming pools, chlorination systems, sewage liftstations, grease traps, septic systems, and oil/water separators. 2.) Knowledge of safety regulations, practices, and procedures, particularly those applicable to National Fire Protection Association (NFPA), Air Force Occupational Safety and Health (AFOSH), and Occupational Safety and Health Administration (OSHA), and any others that apply to asbestos, water treatment chemicals, and confined space. 3.) Knowledge of water treatment procedures and analysis using prescribed chemical tests, to include hazards associated with treatment chemicals and skill in the use and maintenance of hand and power tools, sewer cleaning equipment, pipe thawing equipment, hot water jetters, meters for detecting oxygen levels and presence of harmful gases, and equipment used for locating underground utilities. 4.) Knowledge in troubleshooting, inspecting, and/or tracing hard-to-locate defects or problems involving water and natural gas distribution systems and wastewater collection systems and have the ability to read and interpret complex drawings, blueprints, diagrams, sketches, and technical specifications pertaining to water, wastewater, and natural gas systems. 5.) Ability to lead work crews, provide on-the-job assignments, and maintain records and documentation as well as the ability to communicate effectively, both orally and in writing. 6.) Basic knowledge in computer programs such as NEXGEN, Microsoft Word, Excel spreadsheets, e-mail and related software Physical Effort Work requires frequent bending, kneeling, reaching, crouching, crawling, stooping, climbing, and arm movement. Work is often in cramped areas, requiring employee to work in awkward or uncomfortable positions. Frequently lifts, carries, and sets up parts and equipment weighing up to 20 pounds, and occasionally lifts items over 40 pounds using jacks, lifts, or help of co-workers. May be required to work from ladders, shoring boxes, platforms, or in pits, trenches, and manholes. Will be required to traverse steep or rough terrain and embankments. Working Conditions Work will be performed in industrial areas, and outdoors in flightline areas, and may be subject to extreme heat and cold, wet and windy conditions, and frequent exposure to dirt, dust, and grease. Employee will be subject to cuts, burns, strains, scrapes, bruises, infections, exposure to noxious vapors and fumes, and loud noise. Employee must wear protective clothing and safety gear when required. Some of the industrial work areas are poorly lighted. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
