The primary purpose of this position is to exercise technical and administrative supervision over subordinate supervisors and their workers in accomplishing work in the water distribution, sewage collection, fire suppression systems. Be the licensed operator for the base as required by the State of Alaska DEC, 18 AAC 74.010.
Duties
- Performs work planning responsibilities. Plans on a weekly or monthly basis the use of subordinate workers, equipment, facilities, and materials in an organizational segment or group.
- Performs work direction responsibilities. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes.
- Performs administration responsibilities. Develops performance plans and advises employees in advance of performance expectations and explains new work techniques, as required.
- Provides a work environment that is free from all forms of discrimination, harassment, and retaliation.
- Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas.

- The work requires the employee to drive a government motor vehicle. An appropriate, valid driver's license is required for the position.
- May occasionally be required to work overtime or holidays on short notice.
- Some of the work is sedentary. The majority of the work requires walking, climbing stairs and ladders, and standing.
- It also requires bending, moderate lifting, and carrying loads weighing up to 50 pounds, as well as working in below-ground pits or other areas difficult to access.
- Work will be performed indoors in office-like settings, industrial areas, and outdoors in flightline areas. Safety precautions, to include use of personal protective equipment, when necessary, must be used.
- Some of the industrial work areas are cold, very noisy, and poorly lit. Industrial areas also pose the risk of exposure to fuel, asbestos, lead paint, water treatment chemicals, and electrical hazards.
- Outside areas will expose the incumbent to wind, rain, and freezing weather. Office areas are adequately heated and lit.
- Must be able to obtain and maintain the appropriate security clearance.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential needed to ensure the continued operation of mission essential functions of the activity.
- Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
- The duties of this position meet all requirements as a cat4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
- This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IA W: DoDD 1200. 7, "Screening the Ready Reserve,")
- Possible government and/or commercial travel (TDY) may be required to include obtaining a GTC.
- Must be able to attain and maintain a State of Alaska Water Distribution Grade 3 and Wastewater Collection Grade 2 license.
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance & Operations Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to supervise.

6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
