The primary purpose of this position is to provide advice and administrative support for a variety of civilian personnel- related functions within that USSOCOM Civilian Personnel Division, serving as the primary USSOCOM specialist for diverse and complex Special Operations Forces organization within USSOCOM.

Duties

Serves as the Human Resource Advisor performing staff officer and management advisory service to include headquarters staff and the servicing civilian personnel office and the Air Force Personnel Center for matters relating to various aspects of civilian personnel management and training programs, advise management officials of HQ unique and general civilian personnel policy as it relates to a unified command, serving as command focal point for Department of defense (DOD) and headquarters Air Force (HQAF) programs and initiatives, and perform command studies and evaluations. Evaluates current and future personnel requirements to anticipate, plan and implement or actively participate in initiatives that will improve personnel practices and processes. Provides Data Automation Support to the Civilian Personnel Division. Creates, processes and monitors civilian personnel actions and reports. Assists in managing the Commands Performance Management and Incentive Award programs advising the USSOCOM Directors, management staff, and supervisors.

  • Work may require travel away from the normal duty station on military and commercial aircraft for TDY to perform inspections, attend meetings, conferences, workshops, seminars, orientation and make staff visits

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: (1) Knowledge and ability to apply a wide range of Human Resource Management concepts, principals, laws, regulations and practices; (2) utilizing Knowledge of all major functions of civilian personnel management to include, missions, functions processes methods and procedures; (3) Knowledge of automated Civilian Personnel Management System (CPMS) tools, including the Defense Civilian Data System (DCPDS), Civilian Servicing Unit (CSU), and Business Objects Applications (BOA). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the provisions of a variety of public laws, Executive orders, and Federal regulations regarding recruitment and placement, and affirmative employment procedures pertaining to basic staffing and recruitment, human relations development training, management and employee relations, pay settings, leave administration, performance management, benefits and position classification. 2. Knowledge of automated Civilian Personnel Management System (CPMS) tools, including the Defense Civilian Data System (DCPDS), Civilian Servicing Unit (CSU), and Business Objects Applications (BOA). 3. Ability to communicate effectively, both orally and in writing using correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit written correspondence, reports, and present oral reports. 4. Ability to effectively plan, organize, work projects/issues at the same time, coordinate, and meet suspense deadlines. 5. Skill in advising management on controversial or sensitive, complex and difficult recruitment, placement, and affirmative employment issues and problems. 6. Ability to perform in depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
