The primary purpose of this position is to provide support for and implementation of security measures for Tinker's AFIN connected secure and non-secure client systems and devices.
Duties
Performs technical and administrative lead duties on a regular and recurring basis for 25% or more of the time by identifying, distributing, assigning and balancing workload and tasks amongst employees by skill level, proficiency and/or occupational specialization.
Consistently exercises independent judgment in directing and assigning work amongst employees by using determinative factors such as team members' expertise, experience, competence, workload availability, work priorities and team member functional development.
Serves as senior technical advisor on cyber, IT, or IM activities.
Leads and/or participates in discussions, meetings, conferences, committees, or special IT projects.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A).
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in analyzing areas of concern, identifying problems, and resolving conflicts through persuasive discussions with management and user representatives; Consulting with other officials and working groups, customers, and other organization personnel on IT concerns; Making recommendations to leadership regarding reprioritization of resources to support cyber, IT, or IM needs and enhancements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of the principles, methods, and techniques of IT assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing IT projects and resources, monitoring and inspecting costs, work, and contractor performance. Ability to lead and manage information systems planning, development, implementation, operation, and maintenance.
2. Knowledge of the principles, methods, and tools for the coordinated management of IT programs to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities such as life cycle management and program governance.
3. Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or alternative technologies or approaches. Ability to research and analyze external products to determine their potential for meeting mission requirements and business needs.
4. Knowledge of concepts, practices, and techniques used to identify, engage, influence and monitor relationships with individuals and groups connected to IT work/development efforts. Includes those who are actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome. Ability to work effectively with customers to assess their requirements then provide information, expertise, and assistance to satisfy those needs.
5. Knowledge of methods of supervision to hold others accountable for measurable high-quality, timely, and cost-effective results. Ability to determine objectives, make sound, well-informed, and objective decisions, set priorities, cause change, and accomplish organizational goals.
6. Ability to plan, organize, and direct the functions of a unit and mentor, motivate, and appraise subordinate staff.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Exertion:
This position requires a physical/medical examination. The physical requirements of this position as determined by the manager are: walking and standing for long periods of time; lifting, carrying, pushing, and pulling items up to 50 pounds from one location in the work center to another; climbing ladders 15 feet and under to retrieve and/or store items on shelving; bending, kneeling, and stooping to examine equipment; and operating equipment such as pallet jacks and dollies.
