This position is located in the Planning and Accountability Branch, Office of the Chief of Staff, Finance Office (FO), Rural Development. The branch is responsible for procurement, and operations management for the FO. The incumbent is responsible for studies, surveys, analyses, and testing of systems programs.
This position is neither remote nor virtual. The selectee will be required to report directly to the office as listed.
Duties
Participates with management in the development of a strategic vision for annual goals and long-range plans of operations throughout all organizational units.
Analyzes and evaluates on a quantitative or qualitative basis, the effectiveness of program operations in meeting established goals and objectives.
Utilizes and develops spreadsheets, graphs, presentations, etc. using statistical data and related material for the purpose of explaining complex situations and relationships.
Coordinates a variety of administrative tasks, including but not limited to information technology management, oversight activities, civil rights data collection, travel arrangements, and other duties as assigned.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet the Time-in-Grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS-11 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrates: Experience assisting with analyzing and evaluating on a quantitative or qualitative basis, the effectiveness of Branch operations in meeting established goals and objectives. Experience in assisting with participating in the analysis of Branch goal achievements using various information systems. Experience in assisting with maintaining spreadsheets, graphs, presentations, etc. Experience in providing administrative advisory services to senior management officials of the organization and have direct impact upon the accomplishment of the organizational mission and program goals and objectives. Experience in assisting with performing administrative and operational functions within an office, including but not limited to information technology management, oversight activities, travel arrangements, time and attendance, and purchasing.
For the GS-12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience analyzing and evaluating quantitative or qualitative basis, the effectiveness of Branch administrative operations in meeting established goals and objectives. Experience participating in the analysis of Branch goal achievements using various information systems. Experience in analyzing various administrative management and program support related data to determine efficiencies, historical trends, and weaknesses. Experience in maintaining spreadsheets, graphs, presentations, etc. of statistical data and related material for explain situations and relationships. Experience in researching regulations and determine the relationship between guidelines and organizational efficiency and provide guidance. Experience in performing administrative and operational functions within an office; coordinating a variety of administrative tasks, including but not limited to information technology management, oversight activities, travel arrangements, time and attendance, purchasing and preparing written correspondence.
