About the Position: Works as a journeyman level Budget Analyst for Military Surface Deployment and Distribution Command.
Duties
Present, defend, and justify budgets to the Supervisor/Team Leader for approval and inclusion in the Command's Annual Operating Budget (AOB).
Develop and present recommendations to Supervisor/Team Leader on how to best resolve funding issues consistent with the Command's overall funding requirements and priorities.
Monitors and evaluates budget execution for assigned programs and mission areas to ensure funds are executed in accordance with approved Command operating budgets and other fiscal requirements.
Develop and recommend fund allocation procedures for assigned programs or mission areas.
Analyze and summarize historical data to identify trends and to assess funding requirements.
Prepare budget schedules and other statistical and narrative documentation needed to facilitate Command budget preparation and to defend Command budget submissions to DA, AMC, USTRANSCOM, and DOD.
Advise and coordinate exchange of information on budget issues with functional proponents in assigned programs and mission areas.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position may require occasional TDY travel.
- This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes (1) Providing guidance on budget execution regulations, policies, and/or guidance; (2) Coordinating, tracking and/or validating requirements across the Command to support annual programming (POM) submissions; and (3) Utilizing various programming related systems, portals, and/or interfaces, such as, RMOL, cSustain, cPROBE, EDTR, etc. to conduct the budget execution process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
