The primary purpose of this position is: To function as a senior protocol officer and to provide expert advice and support on all protocol matters for the Air and Space Forces' highest leadership.

Duties

Plans, coordinates, and implements all official functions for senior Department of the Air Force personnel and certain associated events for distinguished persons such as the President of the United States, Vice President of the United States, Members of Congress, Cabinet Members, the Secretary of Defense, the Chairman of the Joint Chiefs of Staff, and foreign dignitaries. Develops and implements protocol policy and procedural guidance for the Department of the Air Force. Oversees written reports for senior leadership to use as management tools regarding protocol activities. Responsible for the effective and accurate expenditure of the Secretary's Official Representation Funds (ORF) and Special Morale and Welfare Funds (SM&W) along with gift cultural exchange for the SecAF, CSAF, CSO, USecAF, VCSAF, VCSO, CMSAF, and CMSSF. Serves as the Air Force liaison for protocol matters with other agencies to include the White House, Congress, Office of the Secretary of Defense, Office of the Joint Chiefs of Staff, the other Military Services, the Military District of Washington, Air Force District of Washington, Air Staff Directorates, Air Force Installations worldwide and other agencies as required. Develops updating core curriculum blocks of the Department of the Air Force Protocol Fundamentals Course and Department of the Air Force senior leader training sessions in collaboration with Director of Protocol and Protocol Course Director

  • This position requires a Special Sensitive security clearance with access to Sensitive Compartmented Information (SCI)
  • TRAVEL AND RELOCATION EXPENSES WILL BE PAID by gaining unit in accordance with the JTR AND AFMAN 36-606
  • This position is subject to provisions of the DoD Priority Placement Program
  • Disclosure of Political Appointments
  • All federal employees are required to have direct deposit
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and subject to recall
  • Work may require travel away from the normal duty station on military and commercial aircraft

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safe
  • This is a "Centrally Managed" position

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: Utilizing mastery knowledge of the art of ceremony and protocol. Utilizing mastery knowledge of the concepts, principles, and techniques of protocol matters, both national and international, to develop, establish, implement, and maintain a proactive protocol program requiring extensive knowledge of Air Force, Space Force, DoD and military traditions and skill in working with high-level military and civilian officials. Possesses a level knowledge that leads experienced protocol practioners to seek out incumbent for advice on how to deal with unusual situations. Applying analytical and evaluative methods and techniques to issue or studies concerning the efficiency and effectiveness of the protocol program. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge in the full range of policies, procedures, practices, and concepts including nationally unique customs and courtesies of the international community 2. Skill expertise in professional decorum to appropriately greet customers, manage workforce, and advise distinguished senior leaders and guests such as diplomats, congressional members, general officers, members of the Senior Executive Service, and the public at large. 3. Knowledge in professional problem solving to recognize and analyze complex problems, conduct research, summarize results, and make appropriate recommendations for resolution. 4. Knowledge in all forms of communication to write briefings, papers, or reports suitable for top management use and decision-making. 5. Ability in planning, organizing, and directing the work of a small staff while utilizing office automation tools and techniques to direct a small staff and manage official events and activities. 6. Skills in advanced management demonstrating leadership and guidance of team members, coworkers and guests/customers while fostering harmony and teamwork. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
