The Board of Veterans' Appeals (Board) is a part of the Department of Veterans Affairs (VA), located in Washington, D.C. The Board's mission is to conduct hearings and decide appeals properly before the Board in a timely manner. 38 United States Code (U.S.C.) 7101(a). The Board's jurisdiction extends to all questions in matters involving a decision by the Secretary under a law that affects a provision of benefits by the Secretary to Veterans, their dependents, or their survivors.

Duties

This is a bargaining unit position. This position is being filled under The College Graduate Hiring Authority and will allow agencies to use strategic recruiting to hire recent college graduates to fill professional and administrative positions at General Schedule (GS)11 level and below. The authority was established by P.L. 115-232 and is codified at 5 U.S.C. 3115.) The initial application review cut-off for this job announcement is 100 applications. Incumbent will be expected to report to the office (425 I Street, Washington, DC) at least 5 days per pay period. Major Duties: Compiling workload and statistical data and providing updates on staffing projections, gains and losses, for budgetary forecasts. Assisting with reports on hiring trends for attorney excepted service appointments and the success rate of various recruitment efforts; tracking of Veterans Law Judge (VLJ) appointments and retirements; overall succession rates for Board staff; and Fiscal Year attorney hiring data as compared to established hiring goals. Conducting and analyzing a variety of Human Resource (HR) related reports to include graphs, charts, historical and statistical data for distribution to senior leadership and staff. Serving as a point of contact in coordinating recruitment, promotion, and reassignment for a portion of the organization. Identifying specific goals, objectives, milestones and completion dates for administrative management matters. Providing the required services in a timely manner through individual effort or cooperatively through facilitating team resolution/action. Using a wide variety of methods and techniques of data collection, fact finding, analysis to resolve complex problems and demonstrating the ability to develop, design, and implement actions plans to insure resolution and corrective action. Meeting and dealing with internal staff members, other professional staff, non-staff personnel, etc., at all levels. Communicating orally and in writing to develop and present briefings, information papers, instructions, project reports, and other related correspondence in order to convey a clear understanding and acceptance of findings and recommendations. Effectively using MS Office, PowerPoint, Word, Access, and Excel for preparing HR reports and presentations. Applying, fundamental Human Resource Management methods, principles, and practices of the specialization(s); and standardized analytical, and evaluative methods and techniques sufficient to: advise on and/or resolve moderately complex, non-controversial, factual, procedural, and recurring issues. Preforming assigned duties with accuracy, acceptability, and reliability of subsequent data processing, automated systems, and monitoring through to fruition. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm EST Compressed/Flexible: Not Available. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2024. RECENT GRADUATE REQUIREMENT: You must have obtained a qualifying bachelors or graduate from a qualifying educational institution within the previous two years. Preference eligible veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed 6 years from the date on which the degree (or certification) was completed. You may qualify based on your education/experience/combination as described below. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 09 position you must have served 52 weeks at the GS 07. For a GS 11 position you must have served 52 weeks at the GS 09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In addition to meeting the eligibility requirements above, applicants must possess the experience requirements as follows: You may qualify for the GS-9 level based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Experience in compiling workload and statistical data and provide updates on staffing projections, gains and losses, for budgetary forecasts; Experience in conducting and analyzing a variety of HR related reports to include graphs, charts, historical and statistical data for distribution to senior leadership and staff; Demonstrated ability to perform the assigned duties with accuracy, acceptability, and reliability of subsequent data processing, automated systems, and provide analysis and assessment of the data. Your resume must clearly support at least 2 of the listed specialized experience items to be minimally qualified OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., with courses that demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year (18 semester hours) to be creditable. To determine if you met these requirements, total your qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; then add the two percentages. The total percentage must equal at least 100 percent to qualify. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
