Position is in the Division of the Comptroller, Advanced Research Projects Agency for Health (ARPA-H), Department of Health and Human Services (HHS), Washington, DC. Position functions as a Budget Analyst performing complex budget related assignments for established accounts.
Duties
- Reviews, analyzes, revises, and recommends approval, disapproval, or modification of budget requests and justifications.
- Analyzes, combines, and consolidates budget estimates into a budget document that reflects the balanced, multi-year funding needs of ARPA-H assigned programs.
- Develops new budgetary policies.
- Serves an authoritative source of advice on formulation of budget estimates and guidance to ARPA-H executives, Mission Offices, staff offices, contractors, and budget representatives from other Federal agencies.
- Manages execution of assigned budgets that may have impact throughout ARPA-H.
- Represents ARPA-H in meetings with NIH and HHS presenting budget requirements and documenting need.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-11 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Monitoring budget to ensure alignment with organization changes to parameters, timelines and funding authorizations; 2) Developing reports outlining options and recommendations for budget execution; and 3) Inputting budget data into a financial management system; OR
Completion of a Ph.D. or equivalent doctoral degree in an accredited or pre-accredited college or university; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. Education must be related to the position to be qualifying; OR
A combination of education and specialized experience that meets the qualification requirements for this position.
You qualify at the GS-12 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Reviewing budget requests for compliance with performance goals; 2) Developing cost estimates for operating budgets; and 3) Utilizing spreadsheet software to support budget operations.
You qualify at the GS-13 level if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Developing process improvements to optimize budget operations; 2) Advising management on budget program, policies, and procedures; 3) Developing justifications to support organizational budget; and 4) Developing solutions to budget issues.
