About the position: This position will be assigned to Outdoor Recreation on Dover Air Force Base.
This position is considered Regular Part Time. You are guaranteed 20 hours, however you could work up to 40 hours per week. As a Regular employee, you are eligible to earn annual leave, sick leave and sign up for benefits to include Health/Dental and Life Insurance, 401(k), and NAF Retirement.
Duties
Assists in the efficient and effective operation of a diverse and comprehensive Outdoor Recreation Program including, but not limited to swimming, hiking, biking, camping, boating, fishing, white water rafting, canoeing, kayaking, and backpacking. Promotes base resource and wildlife conservation through example and program education. Researches, orders, and maintains all outdoor recreation equipment. Assists in the planning, organizing, promoting, and execution of outdoor recreation programs, maintaining outdoor recreation facilities and various recreational areas within established Air Force, Command, and base policies and objectives. Ensures activities are designed to fit the needs of the community and conform to limitations in funds, facilities, equipment, and staff support. Plans, organizes, coordinates, and develops details of recurring activities, special events and joint community events in order to maximize resources and participation. Provides oversight of the Outdoor Recreation facilities and associated programs which include a 10 slot Fam Camp, picnic area, 200 slot recreational vehicle storage lot, Skeet Range, Paintball, Archery Range, swimming pool, equipment rental and retail sales operation. Operates cash register as required. Accounts for, safeguards and documents cash, check and credit card receipts and expenditures. Maintains records on programs and equipment. Prepares and submits budget for inclusion in overall Outdoor Recreation budget. Arranges for supplies, equipment, and services necessary to accomplish planned activities. Participates in programs and trains participants and volunteers. Accompanies participants on trips, as required. Operates passenger vans and buses to transport participants on trips and outings. Publicizes program activities to ensure maximum coverage in attracting and motivating participants. Provides safety orientation to participants prior to taking part in program activities. Maintains responsibility for equipment maintenance and cleanliness and ensures equipment is in safe working condition. Evaluates the effectiveness of outdoor recreation activities on a continuing basis through personal contact with participants, base personnel, volunteers, and staff. Recommends changes to supervisor. Establishes working relationship with, and routinely promotes the cooperation and collaboration of local recreation organizations and groups and state and local environmental and recreational agencies. Acts as Outdoor Recreation Director in director's absence. Operates cash register as required. Accounts for, safeguards and documents cash, check and credit card receipts and expenditures. Maintains records on programs and equipment. Prepares and submits budget for inclusion in overall Outdoor Recreation budget. Arranges for supplies, equipment, and services necessary to accomplish planned activities. Participates in programs and trains participants and volunteers. Requirements
- This position requires the incumbent to complete a background investigation with favorable results.

- This position has been identified as a Test Designated Position (TDP). The incumbent of this position will be subject to and must consent to a pre-employment and random drug testing.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application.
Qualifying Experience:
1 year of specialized experience, equivalent to NF-02 level, that demonstrated ability to apply the principles of one or more specialty areas of recreation. Experience such as assisting in the planning and execution of an Outdoor Recreation program, or responsibility for a large segment of such a program is considered qualifying. Skill in planning, coordination, and organizing outdoor recreation program activities. Skill in effective management of financial and physical resources and budget preparation. EDUCATION SUBSTITUTION: A 4-year course of study in any subject provided such a course of study included no less than 12 semester hours in general recreation, or one of the appropriate fields of recreation such as outdoor recreation or recreation and parks leadership. Must be able to obtain and retain appropriate driver's license, to operate a 10/15-passenger van is required and operating a 29/40-passenger bus and forklift are desirable. Must satisfactorily complete a National Agency Check w/Inquires (NACI). Must satisfactory complete a pre-employment physical. Physical duties require standing, bending, reaching, stooping, and lifting up to 40lbs. This is a drug testing designated position. The incumbent is subject to random testing for drug use.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does allow for education substitution.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
