THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a MANAGEMENT ANALYST, Position Description Number D2677000 and is part of the J3 Director of Military Support, National Guard.

Duties

As a MANAGEMENT ANALYST, GS-0343-09, you will assist in the development and coordination of Deliberate Planning, strategic polices, initiatives and concepts related to transformation, federal and state homeland security/homeland defense, interagency coordination, and selected other activities of the State. Assist in the development of local policies, procedures, and guidance for use by managers; documents objectives to implement the strategic plan, process improvement and quality programs. Analyze, interpret, and assess external guidance from The National Defense Strategy, National Military Strategy, Department of Defense (DoD), the Governor, and National Guard Bureau (NGB) to assist in development of corresponding State policy and protocols. Provide researched information to directorates, assist with the conduct of mission analysis, develops concepts of operations, and produce planning guidance. Assist managers in developing and incorporating management views into a positive mission, and vision, which recognizes the requirements of higher headquarters, provides measurable improvements, and effectively deals with customer needs. Assists the supervisor in formulating the State's position on a variety of issues; assists in preparing positions briefs to civilian leaders, Congressional staff, legislators and national associations. Other duties as assigned. Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Requirements

• KANSAS ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED.
• This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.
• Selectee will be required to wear the military uniform.
• Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
• Males born after 31 December 1959 must be registered for Selective Service.
• Federal employment suitability as determined by a background investigation.
• May be required to successfully complete a probationary period.
• Participation in direct deposit is mandatory.
• Must be able to obtain and maintain a secret security clearance within one year of appointment.
• This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Military Grades: E1 through E7, O1-O3 Compatible Military Assignments: immaterial GENERAL EXPERIENCE: Must have the general skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. SPECIALIZED EXPERIENCE: Musthave at least one-year experience at the next lower level, meeting the efficiency and productivity of operations within the different components of an organization and advising and assist management, facilitate meetings with managers, supervisors and others in order to plan, carry out and measure the effectiveness of the State Strategic Planning process/ products, quality improvement efforts, process improvements and attainment of strategic goals and objectives.
