About the position: Serve as a supervisory Engineering Technician over a project team of engineer technicians and construction representatives supporting complex Veteran's Affairs medical, military and civil works construction programs. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Responsible for planning; directing and technically reviewing the quality assurance and contract administration activities related to major and complex Veterans Affairs Medical, Military, and civil works construction programs. Manage and conduct biddability, constructability, operability, environmental and sustainability compliance (BCOES) reviews on contract packages (i.e. plans and specifications) for proposed projects at the concept and ninety percent design stages. Collaborate with district office elements and consultants in finding solutions to construction and design problems encountered after contract award. Advise specifications writers and Project Managers on preferred approach to develop bid schedules, solicitation instructions, contract clauses, and special contract requirements of bidding documents for construction projects. Supervise the periodic quality assurance inspections of construction projects to determine compliance with contract plans and specifications and effectiveness of Resident Office quality assurance and contractor quality control plans and execution. Makes periodic inspection of activities, checking engineering and technical phases of problem cases and recommending changes necessary to meet with local conditions or time-need dates. Exercise delegated authority in approving contractors construction schedules, safety program, and quality control procedures. Make recommendations to the Resident Engineer and Construction Contract Admin Chief on solutions for construction problems of a technical nature, improvement of construction schedules, methods or procedures. Attend meetings with USACE, stakeholder and contractor management related to construction, to resolve controversies, improve working relationships, and improve quality, progress and safety. Advise the Resident Engineer and Construction Contract Admin Chief on the approval of Pay Requests, Submittals, RFIs, and other construction project related issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Valid State Drivers License is required.
  • Must be able to obtain and maintain Contracting Officer’s Representative (COR) certification, Type B, within 1 year of appointment.
  • 1 Year supervisory probationary period May be required.
  • Financial Disclosure (OGE-450) upon appointment and annually thereafter.

Qualifications

Specialized Experience: One year of specialized experience which includes 1) Conducting inspections to determine compliance with contract plans and specifications; 2) Providing recommendations on the acceptance/rejection of completed construction projects; and 3) Applying knowledge of construction and design sufficient to determine engineering requirements of contract specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
