Duties
Summary:
The primary purpose of this position is: To serve as the senior analyst and the Deputy Chief, Policy Branch in the Strategy and Policy Division of NORAD and USNORTHCOM J5. Shares with the Branch Chief the full scope of responsibility for directing the activities of the branch and, in the chief's absence, possesses the same authority and prerogatives. Leads the development and review of policy, command strategy, and exercises as part of an integrated team of approximately 9 personnel (US and Canadian military, civil service and contractors) engaged in reviewing, drafting and updating command policy and strategy as it pertains to documents and the command relationships dealing with NORAD and USNORTHCOM missions as well as related issues for the United States. As senior branch analyst, the employee will work as an action officer (military support specialist) and coordinate with senior staff counterparts in the Joint Staff, OSD, other U.S. Government Agencies, the Interagency community, and Combatant Commands regarding policy, strategy, and command relationship development and refinement that impact NORAD and USNORTHCOM.
Duties:
Develops, reviews and advocates for NORAD and USNORTHCOM positions on key national strategic policy documents and major command relationships.
Provide the Command with policy advice on relevant issues by reviewing, analyzing, assessing, and coordinating US national and defense policies, goals, and objectives pertaining to NORAD and USNORTHCOM missions, area of responsibility and interests.
Leads the development and coordination of strategic planning to improve organizational direction and focus using strategic planning documents.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters or competing interests, and conveys information relative to proposed changes in assigned tasks.

IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of policy, strategy, doctrine, and traditional combat command activities as they apply to Joint Staff planning and processes; thorough knowledge of domestic political/military issues, comprehensive knowledge of federal, DoD, and Joint Staff strategic planning guidance and U.S. Government legislation as it applies to U.S. Combatant Commands, expert knowledge of Joint policy and strategy development and traditional Military Decision Making Process, and comprehensive knowledge of the relationships of the various combatant command missions and organizations and the respective agents for those commands involved in overall planning and executing military operations and evaluations, and how strategic, operational, and deliberate planning and war gaming support them.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Joint and Interagency policy, doctrine and the relationships between the various combatant command missions and organizations.
Knowledge of OSD and Joint Staff policy and strategy development processes, including vision and objectives, the sequence and timing of key planning and operational events and milestones, and methods of evaluating the effectiveness of policy and strategy development actions related to national security.
Knowledge of the Unified Command Plan, bi-national agreements and the relationships involved in overall policy and strategy development.
Ability to lead strategic-level analysis of national, interagency, DOD and Joint Staff policy and strategy.
Ability to communicate effectively, both orally and in writing. Ability to negotiate complex issues while maintaining good working relationships both internal and external stakeholders.
Ability to gather, assemble, and analyze facts, draw cogent conclusions, devise recommended solutions, and package the entire process into briefings, papers, and reports suitable for senior leadership and decision-making.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
