The VA Health Eligibility Center (HEC) was initially established to implement Law 101-508, the Omnibus Budget Reconciliation Act of 1990, which authorized the Department of Veterans Affairs (VA) to verify income data with the IRS and the Social Security Administration for Veterans whose eligibility for medical care is based on their household earned and unearned income.
Duties
Serves Veterans by answering questions, providing information, and assisting with responding to income verification adjudication process. Veterans may require additional guidance to other available benefits (i.e. Hardship, Waiver, Compromise etc.) to ensure eligible status. Inquiries
may come from Veterans nationwide through a national call center, electronically through a portal, from faxes or from the mail system.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 40 hours a week Monday through Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/13/2024.
GS-7 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Analyzing all documentation and verifying its authenticity, as well as whether the documentation meets legal requirements to be accepted as evidence.
Experience with Microsoft word, powerpoint, excel.
Ensuring timely and appropriate measures are taken throughout data collection, and data entry process.
Communicates with management in regard to escalated problems and feedback on process improvements.
Prepares, composes, and reviews correspondence for the purpose of obtaining or supplying information to internal as well as external customers.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or Superior Academic Achievement (SAA)* at the baccalaureate level, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
*Superior Academic Achievement at the GS-7 level: SAA at the baccalaureate level in the coursework detailed below is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:1. Rank in the upper one-third of your class in the college, university or major subdivision.2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.3. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond successfully completed graduate education and specialized experience directly related to the work of the Legal Admin Specialist position, which may be substituted to meet the experience requirements for GS-07 position.
