This position is located in the Department of Homeland Security (DHS), Office of Intelligence and Analysis, Mission Readiness Division. Incumbent will serve as the Branch Chief of Human Capital within I&A. The primary purpose of this position is to serve as an authoritative source of guidance and information on matters related to the functions supervised. Non-BU: This is a non-bargaining unit position.

Duties

As a Supervisory Management Analyst, GS-0343-14, your typical work assignments may include: Manages the HR analytics function for DHS Office of Intelligence (I&A) and Analysis, which entails providing technical advice and guidance on the most appropriate method of analysis and evaluation to monitor HR data (demographics, workforce composition, various other people analytics reporting), manage and track personnel, and identify trends. Produces findings and recommendations based on such data. Provides senior management with new information and predictive data. Advises management of general workforce trends. Prepares and analyzes reports; responses to queries or tasks (from internal and external sources, such as Congressional or ODNI requests for information); and background papers on I&A's people analytics. Plans and conducts complex special projects, reviews, analyzes, and evaluates programs and issues related to mission and functions, resource utilization, management controls, work processes and procedures to improve organizational economies, efficiencies, effectiveness, and productivity. Identifies improvements and implements strategies to improve the human capital functions within I&A. Provides technical advice and guidance on the most appropriate method of analysis and evaluation of personnel data (which requires knowledge of computer languages and their applications to perform specific functions that enable management and tracking of personnel or preparing and analyzing reports). Utilizes computer programming languages (i.e. Python, R, JavaScript) to automate data pipelines, analytic tasks, visualize data, and develop analytic models to solve HR problems. Supervises four subordinate employees in performing HR data analytics and continuous improvement/process improvement. Supervisory responsibilities include planning and assigning work to subordinates, providing advice and direction, explaining performance expectations and providing regular feedback, holding employees responsible for satisfactory performance, identifying developmental needs, and helping subordinates to develop and improve. Maintains a continuous liaison with other I&A and DHS organizations and subordinate offices/organizations. Works with functional counterparts in response to legislative directions, funding issues, policy changes, and the impact of these changes. Represents I&A with a variety of organizations. Establishes, develops, and maintains effective working relationships with a variety of high-level offices. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve significant problems. Qualifications

Specialized Experience: You qualify for the GS-14 grade level if you possess the specialized experience equivalent to the GS-13 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Performing HR consultative and technical services in the area of data analytics, data calls, conducting broad studies and develop responses to management on new requirements, Presenting information to senior managers using data systems, providing expert HR analysis, creating dashboards, performing analytic studies, analyzing surveys, and performing data integrity projects. Using business process improvement methodologies to propose changes to streamline HR business processes. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.) Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement.
