About the Position: Serve as the Program Analyst and advisor to management and staff of the Readiness and Contingency Operations (RCO) office and as staff liaison for the Director, Resource Management (DRM) in support of integrated financial management needs for the RCO operating programs. Management may select at the GS-11 or GS-12 grade level. Full performance grade level of the position is GS-12.

Duties

Manage several funding categories and oversees program funding for seven subordinate districts (Chicago, Detroit, Buffalo, Pittsburgh, Huntington, Louisville, and Nashville). Perform a wide variety of analytical studies and projects to determine the effectiveness of line program operations in meeting goals and objectives of mission. Establish schedules and resourcing of funds through integrated project and financial management systems. Responsible for providing complex substantive management support and technical expertise and guidance to operating officials and counterparts at seven subordinate districts, HQUSACE and other Federal, state and public agencies. Responsible for financial management activities for the RCO and subordinate districts. Work with districts in the formulation of the annual program budgets for RCO and related emergency operations appropriations.

OR Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration or Accounting. (Note: You must attach a copy of your transcripts.) OR C. Specialized experience as described in A, but less than one year; and at least two years of graduate education as described in B, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
