The position serves as Director, Security Division and is responsible for implementing a comprehensive protection program to protect the Defense Nuclear Facilities Safety Board (DNFSB) facilities, personnel, property, sensitive information, and classified materials from dissident, terrorist, foreign intelligence, criminal, and insider threats

Duties
Serves as a Supervisor directing and/or overseeing all operations carried out within the DNFSB Security programs and functions to include the status of workflow, special projects, personnel actions, and day-to-day tasks assigned to personnel in the Division, providing resolutions for any challenges arising during operations.
Manages all aspects of the DNFSB security program. Plans, drafts, promulgates, and directs and implements the DNFSB security strategy, and ensures development of effective directives and procedures for relevant programs, including information (to include classified and controlled unclassified), operational, personnel and insider threat procedures. Provides executive direction and oversight to all security operations including physical protection, intrusion detection, incident management, and operation security (OPSEC). Directs security response activities associated with operational emergencies and in concert with the DNFSB Occupant Emergency Plan. Serves as liaison with Federal and local law enforcement agencies on regional security issues affecting DNFSB facilities.
Exercises delegated supervisory authorities and responsibilities, directing, coordinating, and overseeing the work and providing similar oversight of contractors when appropriate. Administers personnel security tasks for the entire agency. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, considering the difficulty and requirements of assignments and the capabilities of employees; evaluates the work of subordinates; provides advice and instruction to employees on both work and administrative matters; interviews candidates for positions in the organization; selects or recommends selection of employees; hears and resolves complaints from employees; effects minor disciplinary measures; maintains training certification for Suitability Adjudication through OPM's formal training or equivalent; find ways to improve the quality of work directed; develops performance standards; coordinates and oversees work; exercises significant responsibility in dealing with officials of other organizations; assures equity of performance standards and rating techniques developed by subordinates or assuring comparable equity in the assessment by subordinates of the adequacy of contractor capabilities or of contractor completed work; and makes decisions on work matters presented by the team, personnel, or contractors.
Develops general and specific objectives, milestones, and resource requirements to meet established goals. Represents DNFSB at Interagency level conferences and committees as it pertains to DNFSB security-related issues. Establishes and maintains liaison with intelligence offices to facilitate coordinating the overall continuity activities relating to security.
Performs and administers Personal Identity Verification (PIV) functions at DNFSB as required by Homeland Security Presidential Directive # 12 (HSPD-12). Administers a Performance Assurance Program for DNFSB security operations. Administers the security education and awareness Program for DNFSB.
Requirements

Qualifications

Specialized Experience for GS-15:
Applicant must have one full year of specialized experience at the GS-14 or equivalent level performing the following:
developing and/or implementing information, personnel, facility and operational security regulations, policies, and procedures to effectively lead and direct agencywide security programs/services; AND
drafting, editing and finalizing security program policy, procedures, evaluations, and special reports; AND
leading program staff and stakeholder teams to ensure program compliance and effective operations; AND
managing the use of classified networks.
Time-in-Grade Requirements: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 is required to meet the time-in-grade requirements for the GS-15 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
