This position is located in the Veterans Health Administration (VHA) Office of Interagency Health Affairs (IHA) (10P5), specifically the VA/DOD Liaison Office, and is organizationally aligned under the Deputy Under Secretary for Health for Policy and Services (10P). The interagency Health Affairs mission is to initiate and sustain partnerships through VA/DOD collaboration and outreach to support access and awareness of services for America's Veterans.

The incumbent serves as advisor to the Director, Office of VA/DoD Coordination and must possess a wide range of administrative health care knowledge relating to work group issues including providing for the coordination and content of the Health Executive Committee HEC, an inter-agency forum, for collaborative policy development within its 20 Work Groups and 3 Integrated Product Teams.
The incumbent performs the following major duties and responsibilities:
Manages the day-to-day liaison functions and facilitates all organizational elements of VHA as they relate to health care initiatives and liaison activities between VA and DoD.
Responsible for all facets of the routine and specially scheduled VA/DOD Health Executive Committee (HEC) meetings assuring all operating procedures are followed and collaborates effectively with both VA and DoD components in all aspects of HEC.
Coordinates and prepares reports, briefings materials, white papers, and other correspondence.
Provides guidance advice, guidance, and construction to leadership based on results of analysis and evaluations derived from a variety of resources.
Serves as SME for the coordination and content of the HEC including its varied Business Lines and Work Groups; tracks and monitors activities including priority milestones and Annual Report to Congress.
Develops, implements, directs, and manages projects and administrative operations; establishes priorities; ands meet deadlines for a full range of activities to include short- and long-range planning, budget forecasting, tracking and reporting.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 8:00a.m. - 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You will qualify based on your specialize experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to :Mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems with emphasis on interagency coordination; Knowledge of administrative laws, policies, regulation, and precedents applicable to the administration of one or more important public programs.

Preferred Experience: Knowledge of VA and DoD organizational structure, programs, and policies and mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems with emphasis on inter-agency coordination.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The duties of this position are performed within an office environment and agency meeting spaces.
