Work involves complex planning, design, installation, coordination, testing, operation, maintenance, troubleshooting and repair of internet, intranet and other web sites, systems, applications, databases and services. Duties

The incumbent serves as a technical authority over web applications, internet services, and computer networking software and other systems services. Serves as a technical authority to plan, design, develop, validate, implement and manage web sites, web pages and other internet applications, that support various communication needs for supported components. Develops web design alternatives for significant portions of supported components’ internet resources to enhance usability, sustainability, functionality and ongoing support. Provides technical leadership and expert guidance and works with management and users on converting business processes to internet-based applications and services. Works with management, users and contract personnel to define problems, design solutions and test, validate and implement new or revised enterprise-wide internet applications in support of component workload demands. Researches, designs and implements corrective action for deficiencies discovered because of user contact, post-implementation review, quality assurance studies or other fact-finding methods, including audits. Analyzes and diagnoses web site operational problems relating to links, directories, servers, databases and applications; makes revisions to resolve problems and restore and/or improves functionality. Serves as a technical authority on internet applications, services and website content for supported components. Provides advice and assistance to lower graded staff, end users, supervisors and senior management officials who oversee sensitive information in the deployment and use of web applications, hosting services and other tools. Ensures that web content complies with all applicable policies, guidelines, procedures, laws and regulations as they relate to accessibility standards (such as Section 508 of the Americans with Disabilities Act). Designs and/or redesigns content and services to conform with the latest versions of various assistive technology. Troubleshoots customer problems and corrects routine issues or provides instructions on use and/or configuration of systems components for systems support staff to help customers utilize internet services and web sites effectively and efficiently. Serves as a technical expert for escalation of difficult problems or issues of high-level difficulty. Serves as a technical authority in the performance of needs analysis to define opportunities for new or improved business process solutions that could benefit from internet resources. Conducts business process reengineering including workflow and interrelationships among organizational components and processes within project areas.

Qualifications

To qualify for this GS-13 IT Specialist (INET) position you must demonstrate: (1) IT Competencies required for the GS-2210 series AND (2) Specialized experience (1) IT COMPETENCIES: Your resume must describe duties you perform that demonstrate each of the four IT-Competencies below. Duties must be IT-related and may be demonstrated by paid or unpaid experience. A. Attention to Detail: Is thorough when performing work and conscientious about attending to detail. B. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. C. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues and responds appropriately. D. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations. (2) SPECIALIZED EXPERIENCE must have been gained in a federal position at or above GS-12 OR (if your position and/or experience is in another federal pay scale OR outside of federal service) by performing duties at a level of responsibility and difficulty equivalent to GS-12. SPECIALIZED EXPERIENCE is work that primarily consists of the technical planning, design, development, testing, implementation and/or management of internet, intranet and extranet systems, services and technologies, including systems or applications development and technical management of websites. SAMPLE DUTIES THAT DEMONSTRATE SPECIALIZED EXPERIENCE INCLUDE: -- Determining overall technical design and structure of internet services -- Monitoring functionality, security and integrity of internet services -- Troubleshooting and resolving technical problems with the design and delivery of internet services -- Collecting and analyzing internet services usage and performance statistics -- Evaluating new internet services and technologies -- Providing technical advice to internet content providers and/or -- Ensuring the rigorous application of information security/information assurance policies, principles and practices in the delivery of internet services If you have this experience, your resume must describe, in your own words, the specific duties you perform that demonstrate it. Since Specialized Experience also has a time component, it must be evident that the duties you describe are at the required level for at least 52 weeks.
