You will serve as a MANAGEMENT AND PROGRAM ANALYST in the MANPOWER, MANNING, AND PERSONNEL READINESS DIRECTORATE, CIVILIAN PERSONNEL DIVISION AT THE NAVY INFORMATION FORCES (NAVIFOR) HEADQUARTERS.
Duties
You will manage Performance Management and Individual Development Plans (IDP) Programs for NAVIFOR.
You will serve as NAVIFOR’s DPMAP Program super-user and trainer.
You will serve as a trainer to Supervisory and Non-supervisory General Schedule (GS) and General Grade (GG) employees by conducting detailed Specific, Measurable, Attainable, Relevant, and Timely (SMART) Element and Closeout Training.
You wills serve as the technical and subject matter expert within the organization on all aspects of the DPMAP processes along with providing expert automation support.
You will plan, execute, and administer NAVIFOR Student/Developmental Programs and serve as the Program Manager for Student/Developmental Program for the TYCOM.
You will research facts, legal precedents, and define legal and factual parameters and issues on performance and aware-related matters.
You will advise and assist management with policy questions concerning the PM process, performance plans, appraisals, feedback, and performance-based awards.
You will provide authoritative assistance regarding performance appraisal procedures and processes, training, and reporting on performance evaluation results.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
To qualify for the MANAGEMENT AND PROGRAM ANALYST, GS-0343-12 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience coordinating civilian human resource management programs involving recruitment and placement to ensure the accomplishment of multiple organizational missions.
Experience examining requests for human resources personnel actions to verify and confirm correct regulatory appointing authorities are documented.
Experience conducting research pertaining to civilian human resources procedures to provide guidance to organizational leadership and new, prospective employees.
Experience reviewing civilian personnel position descriptions to ensure accuracy prior to implementation of reorganizations involving mission changes and realignments pertaining to the table of distribution and allowances.
Experience coordinating hiring events and unify recruitment efforts across commands.
