Duties
You will serve as a Program Analyst in the Business Operations Directorate (N10) of the Naval Ordnance Safety and Security Activity (NOSSA), Indian Head, MD.
You will manage and administer NOSSA Manpower, Performance Management, Defense Acquisition Workforce Improvement Act (DAWIA), Defense Organizational Climate, administrative programs, and supervisor training requirements.
You will ensure Office of Personnel Management (OPM), Department of Defense (DoD), Department of the Navy (DON) and Naval Sea Systems Command (NAVSEA) policies and procedures are carried out efficiently and effectively.
You will provide expert guidance regarding manpower management, resource planning, workforce effectiveness, and employee benefits.
You will manage NOSSA manpower programs and serve as principal advisor regarding long and short-term strategic planning for NOSSA manpower requirements.
You will function as the NOSSA Military and Civilian Manpower Officer, providing expert advice and support to NOSSA management in carrying out their responsibilities for hiring, retention and professional development.

- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-2 broadband level (GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative methods to advise management officials regarding workforce management programs.
