This position is located in the Office of the Secretary of Defense (OSD) with the Deputy Under Secretary of Defense Comptroller for Budget Appropriations and Affairs (OUSD (BAA), three key subordinates to the Secretary of Defense and Deputy Secretary of Defense.
Duties
This is a Direct Hire Public Notice for the DoD Direct-Hire Authority for Pathways Recent Graduates.
Recent Graduates will be placed on a career or career-conditional appointment and MUST meet the definition of a recent graduate at the time of appointment in order to appointed under this direct hire authority. Under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. There may or may not be actual/projected vacancies at the time you submit your application.

Recent Graduates conferred transcripts must confirm a degree was obtained no more than two years prior to the date of your appointment.

Incumbent typical work assignments may include the following:
Serves as an Administrative Program Specialist in the Budget and Appropriations Affairs directorate in the Office of the Deputy Comptroller.
Serves as the security manager for the directorate.
Serves as the principal OUSD (Comptroller) liaison with the OUSD Comptroller Program and Budget directorate, the Services and congressional committees.
Maintains and controls the comprehensive OUSD (Comptroller) library of DoD issuances and other publications for staff use.
Requirements

Qualifications
Who May Apply: Positions are open to:
Recent graduates who have completed, within the previous two years, a qualifying bachelors or higher degree from a qualifying educational institution; OR, Uniformed Service Members who have completed at least four years of obligated service AND was awarded a bachelors or higher degree by an institution of higher education not more than four years before the employment start date.
Applicants can be selected at GS-07 grade level. The target grade of this position is 09.

You may qualify at the GS-07 level, if you fulfill the following qualification requirement:
One year of experience in the same or similar work equivalent to at least the next lower grade level (GS-05) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: Performing a variety of management support functions, involving the application of administrative and operational policies and procedures; assisting in the planning, coordination, and execution of a variety of operations and programs including events and supporting administrative areas.

Education: Have one full year of graduate level education which demonstrate the knowledge, skills, and abilities necessary to do the work of this position, OR I have successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/ ). Combination of Experience and Education: Have the specialized experience as described in A, but less than one year; and I have some graduate education as described in B, but less than the required one year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)
Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
