The College Graduates Program affords developmental experiences in the Federal Government intended to promote careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. College graduates are appointed to career or career-conditional permanent positions in the competitive service.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a/an Program Analyst, you will:
- Provide technical assistance and program support for FHEO nationwide in the Departments enforcement of civil rights, which entails the following specific responsibilities:
- Perform a variety of special assignments for the Director involving policy and program issues of a broad nature covering complex and diversified issues.
- Develop and presents appropriate policy or procedural alternatives for program issues designed to carry out the enforcement requirements.
- Prepare position memoranda, Notices, training and other appropriate materials relative to the regulations and requirements related to compliance reviews, complaint investigations, recipient proposals for and performance under compliance agreements and other appropriate enforcement actions where compliance has not been achieved. Processes routine requests for review from complainants and recipients.
- Serve as liaison with other HUD components and with outside organizations, serving as a principal contact on all matters, program areas, and cases, which involve the above statutes, regulations or requirements.
Qualifications
You must meet eligibility and qualification requirements no later than 9 months from the date of application. However, the education and qualifications must be completed successfully before an applicant may be appointed.
Specialized Experience for the GS-09 level: you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
- Assisting with the evaluation of civil rights implications of public policies as they affect individual civil rights; AND
- Assisting with analyzing findings and data
OR
EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL. B. or J.D., if related.
OR
COMBINATION: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.
Specialized Experience for the GS-07 level: you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:
- Ability to analyze and apply federal and state laws and regulations; AND
- Assisting with analyzing findings and data
OR
Education: One full year of graduate level education (attach a copy of your transcript or list of college courses designating semester or quarter hours earned to ensure proper credit) or
Superior Academic Achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class); grade point average (2.95/4.0 overall or 3.5/4.0 in major) or election to membership in a qualifying national scholastic honor society.

Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
