Duties
Serves as the spokesperson and recognized technical expert for the Directorate’s portfolio of contracts.
Serves as the expert in micropurchases, agreements, contracts and orders, and memorandums of understanding.
Plays a major role in determining how contract and purchasing actions are executed.
Serves as lead specialist over Directorate’s contract portfolio, including actions of particularly high visibility and criticality to agency.
Identifies, develops, and manages specific timelines, metrics, and other performance data specific to contract actions and micropurchases to ensure the process area is meeting its performance targets.
Develops future strategies and plans in coordination with requirements, personnel, and others.
Serves as expert and advisor to J3 senior leadership and other J3 management on improvement initiatives and the development and implementation of policies and procedures for purchasing and contracting efforts within J3.
Assesses the impact of new and updated policy, legislative requirements, and procedures from GAO, OMB, the Treasury, GSA, DOD, and Congress to determine necessary course of action.
Serves as the J3 expert for interpreting regulatory requirements that impact micropurchases and contract actions.
Coordinates and responds to audits and inspections.
Analyzes and participates in development of DLA positions on legislative matters, as well as in the development of proposed legislation that impacts the J3 contract portfolio.
Works with personnel from the customer-facing, supplier-facing, acquisition, and financial groups in DLA in order to continuously improve processes.

Qualifications
To qualify for a Program and Process Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Possesses expert experience in developing and implementation of policies.
Manages the cradle-to-grave processes for awarding contracts, submits packages for contract/order modifications, and oversees post-award contract administration activities.
Reviews and analyzes enterprise-wide business processes to evaluate the efficiency of operations for improvement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
