Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.
Duties
The primary purpose of this position is to serve As an Air Reserve Technician (ART) Officer, to serve as the Special Assistant to the Chief of Air Force Reserve and the Director of Legislative Liaison, Office of the Secretary of the Air Force (SAF/LL providing planning, strategic guidance, and execution as the Director prepares policies for approval and issues official guidance/procedures within SAF/LL areas of responsibility via official DAF publications to ensure implementation of those policies.
RESPONSIBILITIES:
1. Synchronizes and integrates policy, plans, positions, procedures and cross functional issues. Assists the Chief of Air Force Reserve (CAFR), and in conjunction with the Director of Legislative Liaison, Office of the Secretary of the Air Force (SAF/LL, provides a focal point for communication between DAF entities and Congress.
2. Evaluates the management of assigned resources and assesses the ability of AFRC units to perform their mission. Defines problems impeding the effective accomplishment of unit missions. Provides factual information upon which to base corrective actions. Evaluates methods, policies, and procedures to ensure they provide the flexibility to meet command mission requirements and program goals and objectives.
3. Serves as the Special Assistant to the AFRC Commander, providing expert advice on activities associated with Congressional engagement by Reserve organizations and personnel. Serves as focal point for program reviews. Serves as the team leader responsible for assigning segments of the study to various participants, coordinating the efforts of the group, and consolidating findings into a completed product (e.g., evaluation report, proposed change in legislation or regulations, or recommended course of action).
4. Stays abreast of policy decisions made by higher agency levels which have an impact on assigned programs or mission. Recommends initiatives, special projects, and broad studies with shared responsibility for planning and evaluating integrated operations, programs, and policies. Identifies the need for initiatives and special projects and initiates milestones and goals.
5. Represents the AFRC Commander at high-level meetings, boards, conferences, and meetings. Provides strategic communication liaison with SAF/PA, SAF/FML, SAF/CX, and USSF/SIG and develops, implements, and manages comprehensive strategic communications plans with relevant organizations to effectively convey the DAF's missions, initiatives, and achievements to Congress, the public, and other key stakeholders.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management.
SPECIALIZED EXPERIENCE: At least one year of the specialized experience must have been of a level of difficulty and responsibility comparable to that of the GS-14 grade in the Federal service. Specialized experience includes Mastery of a wide range of concepts, principles, practices, laws and regulations of strategic and long range planning methods, processes, and analytical techniques. In-depth knowledge of AFRC/military command structure, missions, programs, and organizational relationships. Highly knowledgeable of AFRC, MAJCOM, and Air Force missions, plans, and policies for the full range of contingencies from peacetime through full mobilization. Mastery in planning, organizing, and directing team study work, and in negotiating effectively with the AFRC staff and with counterparts at MAJCOMs, Air Force, and military agencies. Demonstrated leadership and managerial abilities are essential to successful accomplishment of responsibilities inherent in this position.
Must be able to occupy/be qualified to fill an Air Force Reserve General Officer billet via the current Reserve Brigadier General Qualification Board (RBGQB) candidate list or by currently occupying an Air Force Reserve General Officer billet.
Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-14 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of a wide range of concepts, principles, practices, laws and regulations regarding operations functions and management programs or current developments with these functions.
2. Knowledge of the missions, roles, functions, organizational structures, and operations that govern and interface with customer requirements for identification of strategic and long-range management planning issues.
3. Ability to objectively analyze information, identify new developments, and determine or recommend appropriate operations policies, goals, objectives, and program actions.
4. Ability to plan, organize and direct team study work/special projects and to influence management to support and implement recommendations.
5. Must possess demonstrated leadership and managerial abilities essential to successful accomplishment of the responsibilities inherent in a senior command position.
6. Skill in establishing and maintaining effective working relationships.
7. Ability to exercise tact and diplomacy in relations with high ranking military and civilian officials.
8. Ability to communicate both orally and in writing.
OTHER SIGNIFICANT FACTS:
1. This is an Art Reserve Technician (ART) Officer position. The incumbent must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTAs).
2. This is an AFRC key management position, in which, the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities. As a designated key position, the term "key" as it is used here relates to the ART program that defines the position as critical to mobilization capability (i.e., formulates, determines or influences policies of the unit to which assigned), and has no relationship to the term "key" as defined in DoDD 1200.7, "Screening the Ready Reserve".
3. This is a designated mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement.
4. Must possess demonstrated leadership and managerial abilities essential to successful accomplishment of responsibilities inherent in this position. The incumbent must possess a high degree of tact and diplomacy and demonstrated leadership and managerial abilities to successfully direct and manage Air Force legislative liaison functions.
5. Must be able to obtain and maintain a Top-Secret Clearance.
6. Incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty (TDY) assignments away from the normal duty station.
7. This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
8. Incumbent may occasionally be required to work other than normal duty hours or overtime to meet workload demands.
9. Performs other related duties as assigned.
