DUTY LOCATION: J9, Hartford, CT AREA(S) OF CONSIDERATION: Area I: All On Board Federal Employees (T5), Tenure 0,1,2,3 within the CTNG with U.S. citizenship. Area II: All On Board Federal Dual-Status Military Technicians (T32), Tenure 0,1,2,3 within the CTNG with U.S. citizenship. Area III: All current and former members of the CTNG with U.S. citizenship. Area IV: All current Federal Employees from any agency. Area V: All U.S. Citizens.

Duties

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This is an indefinite position that may convert to permanent without further competition. This National Guard position is for a MILITARY & FAMILY READINESS SPECIALIST (Title 5), Position Description Number T5701400 and is part of the J9, National Guard. JOB SUMMARY: The primary purpose of the position is to provide support in the administration of Military & Family Readiness Program (SFRP) services for the Army National Guard within the State Family Program. This is achieved by performing assignments designed to provide familiarity with the Family Program, community services, effective relations with supporting social service and emergency organizations, recruit and train volunteers, promote resilience and financial literacy through targeted life skills training, and the development of human resources program referral networks. The major duties include, but are not limited to: Serve as fully independent advisor within geographical area of responsibility in accomplishing all objectives of the Soldier & Family Readiness Program (SFRP) for the Army National Guard to maximize retention and readiness. Manages and operates family assistance center and provide assistance to commands within geographical area of responsibility in support of the SFRP. Provide training and technical support to Commanders and Family Readiness Liaisons to support their Unit Family Readiness program and Soldier & Family Readiness Groups (SFRGs). Submit information to support development and budget forecasting to support the Soldier and Family Readiness Support Program to higher headquarters. Provide input to develop, articulate, and implement the Family Readiness Program at the State level, inclusive of family readiness, family assistance, employment outreach, volunteer training and management and improvement of quality of life and well-being of Service members and families.

Requirements

  • Must possess a valid state drivers license.
  • This position is subject to provisions of the DoD Priority Placement Program.
  • Federal employees currently serving in the excepted service (Title 32) must acknowledge they will voluntarily leave the Title 32 excepted service by accepting an offer of employment for this NG Title 5 excepted service position.
  • Irregular and compensatory hours may be required to support operational requirements or contingencies.
  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.

Qualifications

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following: Experience equivalent to at least the next lower grade level (GS-07). Experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge in applying analytical and evaluative techniques to identify, consider, and resolve issues or problems of a procedural or factual nature. Knowledge of the principles, policies, program goals and methodology of the National Guard quality of life programs, including factors that affect work and leisure environments, to administer a program that provides information about individual and family social problems and referral to social service programs and agencies, information about National Guard assistance programs, to gather and analyze information on problems and difficulties of obtaining assistance using the current system, to provide programs that address such problems, and to recommend action to improve the system. Knowledge of the family readiness program and its relationship to missions, functions, organization, major issues, work processes, goals objectives and programs in order to plan, develop, and implement programs designed to improve and maintain Army National Guard family readiness and quality of life. Knowledge of analytical and evaluative techniques and methods (and the ability to adapt as appropriate) to analyze reports, gather data, review suggestions, and evaluate the effectiveness and efficiency of the National Guard Family Program sufficient to recognize and define social problems, to reach accurate conclusions, and to measure and improve human services program effectiveness and productivity, and make recommendations for program improvement. Knowledge of regulations, policies, and guidance affecting the use of resources and related support resources (money equipment, and people) to plan, coordinate, implement, and manage the Family Program in compliance with established requirements, standards, and objectives. Knowledge of human services matters and programs benefiting families, and military and civilian employees, in addition to policies, practices, and procedures, including methods used to establish program objectives or performance goals and assess progress toward their achievements and the impact military and family members' quality of life.

Education

There is no substitution of education for specialized experience.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
