Vacancies will be filled in the following specialty areas:
LARGE BUSINESS DIRECTOR NE COMPLIANCE
The following are the duties of this position at the full working level.
Provides in-depth expertise and analysis on international or domestic tax issues, practices, and trends, and top-level advice related to short- and long-range program policies, strategies, and objectives for the Deputy Commissioner for International or an Industry Director, to promote and facilitate the implementation of Service-wide and LB&I priorities and policies and to ensure consistency of approach, technical correctness, and fair and equitable treatment of customers.
Provides expert international or domestic tax analysis and advice to the Deputy Commissioner International or an Industry Director on legislative issues, litigation matters, international or domestic tax administration priorities and policies, new or revised program priorities, significant technical issues, and sensitive or critical policy. .
Leads coordination with the Office of Associate Chief Counsel (International), the Office of Chief Counsel, the Treasury Office of International Tax Counsel, the Office of Pre-filing and Technical Guidance, LB&I Operating Division Counsel, and others on published guidance, litigation, and other technical international tax administration issues.
Provides analysis and coordinates with the Office of Associate Chief Counsel (International), the Office of Chief Counsel, the Office of Pre-filing and Technical Guidance, and others on competent authoritative matters and cases which raise technical or sensitive critical policy issues. Reviews outgoing position papers and sensitive correspondence.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-15 LEVEL: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Experience serving in a leadership capacity in the area of tax controversy on major programs, leading organization-wide projects and/or initiatives, making critical decisions that impact an organization or division, and supporting and representing top executive leadership; Experience applying professional accounting principles and practices that relate to issues pertaining to general (strategic) management, public tax policy or public tax administration and to provide top management with analysis of major issues of strategic importance, to develop new approaches and to prepare policy options and action plans; and oral and written communication skills sufficient to develop, persuade and negotiate a wide range of technical and implementation issues. Extensive experience with quantitative and qualitative techniques to lead analyses of interdisciplinary issues. Experience as an expert tax advisor on U.S. multinational businesses and foreign business entities.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
