This position is located in DHS/U.S. Coast Guard, Deputy Commandant for Operations (CG-DCO), National Maritime Center, Mariner Evaluation Division, Safety and Suitability Evaluation Branch - Martinsburg, WV.  

Duties

The NMC is the implementation body of the Mariner Credentialing Program (MCP) and receives and processes all applications for U.S. Merchant Mariner Credentials (MMCs). As a Legal Instruments Examiner (LIE), you will provide technical assistance to the Safety and Suitability Evaluations Branch at the NMC.  You will play a key role in the safety and suitability evaluation of merchant mariner credential applicants, and in the management of merchant mariner records.  You will perform mariner outreach in the form of correspondence including but not limited to FOIA; congressional inquiries; appeals; and/or reconsiderations associated with the safety and suitability evaluation process at the NMC.

  • This position requires a National Agency Check with Inquiries (NACI).
  • Males born after 12/31/1959 must be registered for Selective Service.
  • A one-year probationary period may be required.

Qualifications

At the GS-08 level: Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level in the federal service. Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work.  Examples of specialized experience include: Proficient in the use of Microsoft Word, Excel, Access and Teams. Understanding of law enforcement and judicial systems research principles and standards, the risks involved with not protecting personal information, and the value to the public derived from quality investigations. Demonstrated experience of professionally preparing correspondence and technical material relating to background investigations. Experience interpreting and applying regulatory and policy guidance to evaluate qualification of applicants. At the GS-09 level: Applicants must have one year of specialized experience equivalent to at least the GS-08 grade level in the federal service. Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work.  Examples of specialized experience include: Proficient in the use of Microsoft Word, Excel, Access and Teams. Understanding of law enforcement and judicial systems research principles and standards, the risks involved with not protecting personal information, and the value to the public derived from quality investigations. Demonstrated experience of professionally preparing correspondence and technical material relating to background investigations. Demonstrated experience analyzing and interpreting complex guidance documents and providing instruction in their application to peers, co-workers, leadership and other personnel. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
