This position is located in DHS/USCG, National Maritime Center, Mariner Evaluation Services Division (NMC 5), in Martinsburg, WV.
Duties
The incumbent serves as the senior specialist in the MCP and provides technical expertise, guidance, and customer support to Professional Qualification Evaluations (PQE), Safety and Suitability Evaluations (SSE), Customer Service Operations, Course Oversight Auditing (COA), and Credential Production to staff members or other supporting roles at the NMC.

Qualifications
At the GS-09 level: Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level in the federal service. Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work. Examples of specialized experience include:
Practical experience in the application of numerous laws, statutes and policy related to merchant mariner credentials.
At the GS-11 level: Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level in the federal service. Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work. Examples of specialized experience include:
Extensive practical experience in the application of numerous laws, statutes and policy related to merchant mariner credentials.
Proven ability to resolve discrepancies and irregularities in the evaluation of applications for merchant mariner credentials/endorsements and supporting documentation.
ORCompleted a Ph.D., or at least 54 semester hours toward a Ph.D., in a field that is directly related to the duties of this positionORCombination of directly related work experience and graduate level education. An applicant who has less than one year of specialized experience as described above may combine successfully completed graduate-level education with experience to meet the total qualification requirements. GS-11 applicants must have completed more than 2 full years of graduate level education in order to use this option to qualify.

You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
