This position is located in the Department of Defense, Office of Inspector General (DoD OIG), Deputy Inspector General for Administrative Investigations (DIG-AI), Hotline Division. The mission of the DoD Hotline is to receive information pertaining to suspected threats to homeland security, leaks of classified information and oversee inquiries into allegations of fraud, waste, and mismanagement affecting DoD programs and operations at the local, national, and international levels.
Duties
Develops and reviews Hotline policy with senior investigators; develops guidance in carrying out program plans approved by management; and executes analyses and studies of DoD and Component hotline programs to determine their overall effectiveness.
Participates with strategic planning. Periodically reviews and evaluates program objectives and assists with developing recommendations to coincide with changes within the DoD community.
Collects and analyzes Hotline complaint data to identify and present trends and anomalies in the areas of special interest to senior leaders.
Conducts DoD OIG Quality Assurance Reviews (QARs) of Component hotline programs and establishes priorities, planning objectives, selecting techniques, analysis methods and procedures to be used in reviews.
Analyzes the results of QARs of the DoD Components. Provides briefings of QAR results to the DoD Inspector General and other senior leaders. Provides periodic updates to the Hotline Director and senior leaders.
Documents correction of substantiated program deficiencies and their underlying causes. Identifies systemic problems and provides recommendations for corrective action to the Deputy Director.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as Critical Sensitive. Incumbent is required to obtain and maintain a Top Secret clearance.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade GS-11 Level:
For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or equivalent or higher grade, in the Federal Service.
Time in Grade GS-12 Level:
For entry at the GS-12 grade level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service.
Time in Grade GS-13 Level:
For entry at the GS-13 grade level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.
Specialized Experience (GS-11): Applicants must have at least one year, 52 weeks of specialized experience at the GS-9 level in Federal Service or equivalent level. Specialized experience is defined as demonstrated skill in regard to investigative procedures and programs. Must have experience assisting in the development of short and long-range plans for overall program objectives; and assisting with quality assurance reviews of investigative programs.
OR
Have a Ph.D. or equivalent doctoral degree of 3 full years of progressively higher-level graduate education leading to such a degree or LL.M.
OR
Combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 hours leading to a Ph.D).
Specialized Experience (GS-12): Applicants must have at least one year, 52 weeks of specialized experience at the GS-11 level in Federal Service or equivalent level. Specialized experience is defined as demonstrated skill in regard to investigative procedures and programs. Must have experience assisting in the development of short and long-range plans for overall program objectives; and assisting with quality assurance reviews of investigative programs. Applicants must also have experience analyzing, supporting, conducting, or performing oversight of inquiries into allegations of misconduct by government officials or improprieties affecting U.S. Government programs and operations.
Specialized Experience (GS-13): Applicants must have at least one year, 52 weeks of specialized experience at the GS-12 level in Federal Service or equivalent level. Specialized experience is defined as demonstrated skill in analyzing, planning, investigative supporting, or conducting complex inquiries, to include gathering and analyzing relevant evidence, and evaluating inquiries tasked to other components or echelons. Applicants must have experience analyzing, supporting, conducting, or performing oversight of inquiries into allegations of misconduct by government officials or improprieties affecting U.S. Government programs and operations. Applicants must also have experience prioritizing investigative or analytical workloads. This includes all aspects of analyzing, supporting or conducting fieldwork and drafting written reports that contain thorough analyses and adhere to the Quality Standards for Investigations as established by the Council of the Inspectors General on Integrity and Efficiency.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Education
Substitution of Education for Specialized Experience:
GS-11 Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.
Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.
Only experience
and/or education obtained by the closing date of this announcement will be considered.
