The primary purpose of this position is to serve as a Joint Personnel Recovery Agency (JPRA) Course Manager, Instructor, and Exercise Observer-Trainer in the Operations Branch of the Personnel Recovery Education and Training Center (PRETC).

Duties
DUTY 1:
Manage a PR discipline, as defined by Chairman's instruction, though leadership of an instructor team tasked to ensure that all course content is current, accurate, relevant, and presented in a standardized and professional method.
DUTY 2:
Advise, guide, gains consensus, and assess DoD, Interagency, and Multinational partner staffs.Ensures CCMD, Service Component, JTF, and Service HQ staffs understand, plan for, and demonstrate the capability to effectively coordinate and control PR during exercises, mission rehearsals, and real-world joint operations.
DUTY 3:
Provide joint education and training for DoD, Interagency, and Multinational partners.A master educator in the disciplines of PR. Teaches PR through in-residence courses, Mobile Training Team (MTT) engagements, and exercise support tailored for Joint HQ and Joint Task Force (JTF) leaders and staff personnel who manage PR programs and functions across the Range of Military Operations.

- Graduates/instructional staff of joint or service-specific Intermediate and Senior Developmental Education schools are highly desired (National War College, Air Command and Staff College etc.)
- Previous experience with adult education and training, curriculum development (Instructional Systems Design model), and/or performance consulting are highly desirable.
- Previous joint military policy and operational experience is highly desirable, (i.e. Joint Staff, Joint Task Force, Combined Combatant Command HQs).
Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training/course materials, aids, devices, etc., and evaluation of training results; work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis; knowledge of a wide range of concepts, principles, and practices in Joint and Service- specific doctrine, plans, policies, and procedures that govern the establishment and maintenance of operational PR programs throughout the DoD, the Interagency, and partner nations; knowledge within the field of joint education and training; knowledge of the Chairman's Joint Training System. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of learning theory and the principles, methods, practices and techniques of adult education/training to administer, advise on, design, develop, or provide educational or training services through Joint Training System modes and methods.
2. Knowledge of the mission, roles, functions, organizational structure, and operations of the OSD, Joint Staff, CCMDs, Services, and some non-DoD agencies and Multinational partners to provide staff level education, training, and guidance on Personnel Recovery programs and plans.
3. Knowledge of the principles, practices, and techniques of instruction to include use of technology for design and delivery of training. Knowledge of process improvement techniques such as Lean Six Sigma, benchmarking, metric/statistical analysis, and process flow-charting.
4. Ability to plan, organize, and integrate functions within a DoD agency as well as lead teams/projects with other DoD employees or contractors.
5. Ability to interpret and teach doctrine, plans, policies, procedures, and rapidly evolving complex concepts which govern and inform the establishment and maintenance of PR plans, programs, and technology requirements.
6. Ability to communicate effectively, clearly, concisely, and with technical accuracy, both orally and in writing, in the presence of large student bodies, conference audiences, and senior military/government civilian leaders.
CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI, other intelligence related-related Special Sensitive information, or involvement in Top Secret Special Access Programs, (SAP) to full perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
