Agricultural Marketing Service's Specialty Crops Inspection Division is responsible for developing U.S. grade standards and providing inspection, grading, certification, and audit-based services nation-wide on a user-fee basis for fresh and processed fruits and vegetables and related products. The Training Administrator is responsible for the effective delivery of seminar training and continuing education courses for the professional development of instructional staff.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Coordinates the training and development of the TDB instructor staff to ensure successful application of proven educational methods and techniques are utilized by SCI employees. Analyzes the developmental needs of the TDB instructor staff and establishes/provides productive and useful training programs to meet staff needs. Oversees the planning, development and revision of the content, organization, style, format, emphasis, and treatment of the instructional materials for training courses. Serves as the primary troubleshooting and remedial consultant when instructors are identified through the training plan review process as requiring remediation. Analyzes the needs of new instructors for the purpose of developing materials that will support and enhance the new instructors. Oversees the development of final products that conform to established educational theories and practices but can also be adapted to unique and varying cultures. Administers and maintains SCI’s electronic learning management system (e.g.., Blackboard software suite) and is responsible for providing technical support for students and faculty. Coordinates the web-based curricula and online/hybrid content of the TDB websites and alternative delivery formats. Develops procedures for an on-line classroom (e.g., Blackboard), prepares materials, participates in and facilitates activities to support the total TDB program.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:- Assisting in the oversight and management of a Blackboard Learning Management System (LMS). Training staff in the use of the Blackboard LMS with online and instructor-led courses and material to resolve system wide problems to the LMS. Analyzing the operation of the Blackboard LMS in areas such as training, Instructional courseware, system databases and system issues. Experience analyzing, planning, developing, implementing and evaluating training/education programs to meet instructor staff and organizational needs. Formulating and overseeing educational programs, instructor membership program, instructor professional development courses and specialized remedial training. Facilitating work groups and interacting effectively with others of different cultures. Note: There is no education substitution for this grade level. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Independently developing educational materials, including online learning modules within a Blackboard LMS, reviewing and evaluating educational and training materials from a variety of vendors, and selecting materials with appropriate content. Experience analyzing, planning, developing, implementing and evaluating training/education programs to meet instructor staff and organizational needs. Applying techniques of instructional materials development and skills sufficient to initiate and plan the development of curricula for courses including conducting training programs and events. Independently overseeing and managing a Blackboard Learning Management System (LMS). Training staff in use of a Blackboard LMS with online and instructor-led courses and material to resolve system wide problems to the LMS. Independently analyzing and evaluating the operation of a Blackboard LMS in areas such as training, Instructional courseware, system databases and system issues. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
